  1. Declarations of Interest & Apologies.
  2. Open Forum – Members of the public may address the Parish Council – to assist with smooth running of meeting if possible, please forward a note of any queries to the Clerk prior to the meeting.
  3. Minutes of the Meetings held on 11th September 2023.
  4. Matters arising -
  1. Police Engagement Session North & South Kesteven 7th December online meeting -  & Community Speed Watch update.  
  2. Neighbourhood Plan – final report update – Referendum/Count Observers Thursday 9th November 2023.
  3. Highway & footpath matters – Notice temporary traffic restriction Leasingham Moor/Evedon Papermill Lane (Closed at Railway Bridge) 24th October 2023.       
  4. Tree works – order given to NKDC tree department     
  5. Community Building – (1) maintenance update (2) Busy Bees Early Years & Nature Centre proposal use of Community Green (contract matter to be dealt with in closed session)      
  6. Play area, playing field and Community Green – up date – (1) playpark development refurbishment of area –Community Facilities FCC Foundation initial grant application completed – follow on application requirements document received and completed (2) Grounds maintenance – update      
  7. War Memorial – possibility of entrance gate to be moved update 
  8. Burial Ground & Church Yard – Annual inspection reports  
  9. Queen’s Jubilee & King’s Coronation – trees planted on site check– plaques to be erected following Coronation. Tree guards damaged.
  10. Village Hall – sub-committee for additional land update proposed meeting.
  11. Public seating – Guidance and statutory requirements from NKDC sent to Insurance Company for confirmation. Reply forwarded to NKKDC for approval update and siting position.     
  12. Villager of the Year Award update
  13. Correspondence received to date including  - (1) NKDC Engagement Evening -Cllr. Waring to attend. (2) NKDC Conservation Officer. (3). LIVES Saving Lives in Lincolnshire Newsletter. (4). Environment Agency Riverlight Festival Saturday 21st October 2023. (5). Electrical Safety Fund Opening 2023. (6) (River Slea Flood Resilience Project Eco Village Church Lane Primary School Saturday 21st October. (7) London Hearts – Defibrillator Grant Funding  (8) Management of Memorials – Inspection Workshop 25.04.24.(9). Community Infrastructure Levy Annual Report to NKDC. (10) NKDC Heritage Grant Scheme. (11) Lincs & Notts Air Ambulance
  14. Planning matters received to date including – 1. Approval Notice Conversion existing garage to additional living accommodation and replace flat roof with pitched roof 3 Russell Road Planning Ref. 23/0999/HOUS. 2. Approval Notice erection of single storey rear extensions 2 Jessop Close Planning Ref.23/0890/HOUS 3. Application – Erection 1m picket fence to front and side boundaries 53 St. John’s Close Planning Ref.23/1148/HOUS. 4. Application demolition/removal of existing classroom unit and construction single storey extension comprising classroom, resource area, toliets, lobby space & external landscaping at St. Andrews CofE Primary School. LCC Ref.PL/0066/23     
  15.   Accounts – confirmation of accounts report previously circulated and authorisation of payments.
