Minutes of Meeting of Leasingham & Roxholm Parish Council held on
Monday 15 th August 2022 at 7pm in the Community Building at the Playing Field
Spring Lane.
Present: Councillors Arnold, Bailey, Milligan, Chambers and Quinn, County
Councillor Wright, one members of the public.
Apologies: were received and accepted from The Clerk, Councillors Edore,
Adams, Hubbard and NKDC Cllr Waring
 
Open Forum Cllr Wright commented that he did not receive many reports /
requests from the village.
Cllr Chambers told the meeting that funding of £9,700 had been received from
the National Lottery – this is to be used for the sports equipment within the
refurbishment scheme for the playpark.
The Minutes of the last Parish Council Meeting held on 11 th July 2022 having
been previously circulated, were approved by those present and signed by the
Chair.
Matters Arising: -
• Police Report – It was noted that there was a survey to complete, to be
done by the Parish Clerk,
• Community Speed Watch Report – Cllr Milligan reported that two new
members had been recruited to the team and when school starts again
they were looking to undertake 4 / 5 sessions per week.
• Neighbourhood Plan – Update given by Mr Ian Cox
 
• Highway & footpath matters –.
• Moor Lane footpath – noted continual safety issues for all users –
LCC website recorded scheduled for work to be carried – no specific
date recorded.
• Footpath Closure between The Link and The Lea for remedial
drainage works noted
• Hedge blocking footpath 14 Washdyke Lane, Parish Clerk to write to
the residents. If no progress report to LCC Highways.
• Community Building – maintenance report – (1) CCTV cameras plus
notices have been fitted to exterior of CB. The is a further unit with a light
which is going to be fitted in the old bowls club area. (2) Air conditioning
 
units working well. (3) Ongoing busy bees were asked to look which
canopy they required and report back to PC
• Play Area and Community Green – (1) weekly safety inspections
carried out by Parish Operative also painting equipment – looking good in
play area. (2) It was agreed that we take up the annual Wikstead
Inspection
 
• Burial Ground & Church Yard – Annual inspection undertaken both in
the church yard and also the burial ground. One headstone in the burial
ground was found to be dangerous – Arthur Simpson so it was laid down.
• Queen’s Jubilee – It was decided that the PC tree would be planted
within the open space at the rear of the church. A plaque from the Royal
British Legion was thought to be a good idea.
• New Code of Conduct – it was agreed that we would follow the NKDC
Code of Conduct.
• Correspondence received to date –
• LCC updating Lincs and Minerals & Waste Local Plan. Noted
• LIVES Event – Graham to attend.
• Use the bus – notice to be displayed in the notice board.
• NKDC Community Champions - consideration to be given to the
submission of name/s
• Planning Matters – Application – Installation of 2 number conservation
type rooflights Leasingham Hall Captains Hill Planning ref.22/0851/LBC –.
Approval Notice noted.
• Accounts Report dated 11 th July 2022 (attached to Minutes) – having
been previously circulated was approved by those present and cheques
duly signed.
• Completion of Annual Governance Statement AGAR 2021/22 –
Annual Accounts Audit – all having been previously circulated were
approved by members present: -
• Items for information only – none received.
 
• Date of next meeting was noted for Monday 19 th September 2022 at
7pm
 
Minutes of the Closed Session
• Busy Bees Contract
The new contract for Busy Bees, it was proposed by Cllr Chambers and
was unanimously seconded by all present to increase the hourly fee to
£6.50
The thought behind this was that the additional sum would be needed to cover
the water and electricity costs of the unit whilst in use by them.
The Parish Clerk to ring and explain why increase had to be made.
• Jowett Fund
It was noted that all the documentation had been submitted but no further
correspondence received from them yet.
 
• Play Park Sub Committee - With receipt of the monies for the sports
equipment a meeting will be held on Wednesday 31 st August at 6pm. The
Parish Clerk is asked to invite the representative from Vale.
The first actions using the money would be to choose the fitness
equipment and their locations.
It was thought that the community benefit fund could be used to move the
fence.
