Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday
10 th October 2022 in the Community Building at the Playing Field.
Present: Councillors Arnold, Bailey, Quinn and Milligan, five members of the public
and the Clerk.
Apologies: were received and accepted from: Councillors Adams, Hibberd and
Chambers, NKDC Waring and LCC Wright.
Declarations of interest: none recorded.
Open Forum: (a) Members of Leasingham Junior Football Club raised concerns
reference the allocation of the open grassed area (at present used for carparking on
match days) into the extended and refurbished play area and also noting that an
individual direct consultation had not taken place with the LJFC. Concerns raised on
maintenance of Community Green. PC noted concerns for reference in the Playpark
Development section of the meeting.
(b) Information and invitation to WI Tree Planting St. Andrew’s Crescent Saturday
19 th November 10.30 with invitation to attend.
Minutes of the Meeting held on Monday 26 th September 2022 having been
previously circulated were approved by those present and signed by the Chairman.
Matters arising from the Minutes –
1. Lincolnshire Police – damaged flagpole report submitted and crime
reference number allocated. Community Speed Watch continued to be
active.
2. Neighbourhood Plan – update Report No.68 received and noted.
3. Highway & footpath matters -
(1) Litter Picker Report noted for period 9 th April 2022 to 29 th September 2022 –
thanks to be recorded to Parish Litter Picker. Invoice to be issued to NKDC
for annual contribution towards cost. Additional litter bin to be ordered
Glasdon Topsy £165.50.
(2) Resident’s concern speeding traffic village along A15 and village
entrances – noted that on completion of Holdingham Roundabout scheme a
50mph speed limit to cover both A15 entrances to the village was to be made
and signage erected – chase to be made on this.
4. Tree works – order given to NKDC tree department ongoing.
5. Community Building – checked weekly by Parish Operative - maintenance
all in order. Quotation obtained for defibrillator order from London Hearts
£1225.00 plus VAT and carriage £16.00 order to be confirmed in accounts
report.
 
6. Play area, playing field and community green –
(1) Weekly safety inspections carried out by Parish Operative – all in order.
Wicksteed annual inspection due to take place.
(2) Wasp nest – in tree area at back of grassed open space removed by Pest
Control Company. Quotation to be obtained to remove and clear all
trees/bushes etc.
(3) Funding applications – ongoing.
(4) Leasingham Junior Football Club – concerns raised in Open Forum
reference use of green open space (at present used by LJFC and supporter
for parking on match days) for extension of playpark noted. PC members to
look at possibilities/practicalities of use of Community Green for match day
parking. PC onsite meeting to discuss further 6pm on Tuesday 1 st November
2022. Confirmation of use of all areas/match days and training for the 2022/23
season to be requested.
(5) Community Green hedge – end of season cut required.
 
7. (a) Village Flagpole - had been broken and incident reported to Lincs Police
who had noted and given Crime reference number. Arrangements to be made
to replace with quotation obtained noted on accounts report.
(b) War Memorial – painting fencing and gates had been carried out by
Parish Operative.
Church Yard and Burial Ground – hedge noted required end of season cut
plus burial ground – grounds maintenance contractor to be chased.
8. HM Queen’s death and Jubilee order for trees ongoing.
9. Remembrance Sunday 13 th November 2022 - Service would take place at
10am in St. Andrew’s Church followed by wreath laying ceremony at 10.45.
Parish Council wreath had been ordered from the British Legion. Notices to
be published including request for reduction in traffic during the Act of
Remembrance at the War Memorial.
10. Code of Conduct 2022 – formally adopted on 14 th August 2022. Ongoing
further documents for completion received online from NKDC noted.
11. Correspondence received to date – LCC notification Lincolnshire bus
service updates – details of online/phone contacts etc.
12. Planning matters received to date – 1. Approval Notice – land off Moor
Lane reduction of proposed properties from nine to eight. Planning Reference
21/1907/RESM.
2. Central Lincolnshire Local Plan – Examination hearing session 15 th
November 2022 Aspen Suite Double Tree by Hilton Brayford Wharf North
Lincoln.
13. Accounts Report – having been previously circulated were approved by
those present and cheques signed.
 
14. Items for information only – none noted. Date of next formal public meeting
Monday 14 th November 2022 at 7pm in the Community Building at the playing
field. There being no items for Closed Session the meeting closed.
