Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 14th February 2022 at 7pm in the Community Building at the Playing Field.

Present:  Councillors Arnold, Bailey, Milligan, Adams, Pearson and Chambers, District Councillor Waring, one member of the public and the Clerk.

Apologies: were received and accepted from: Councillors Hibberd and Edore and LCC Wright.

Declarations of interest:  none recorded.

Open Forum: District Councillor Susan Waring addressed the meeting on two issues:-

1. Land off Moor Lane Leasingham – Permission granted to build nine dwellings – detailed application issues ongoing – NKDC planning officer raised with agent - mix of housing types, size of properties particularly three storey – revised application awaited.

2. Central Lincolnshire Plan – proposal for the site land north of Moor Lane which (small section of site approval given for nine dwellings) the whole site designated to build 78 dwellings.  Concern expressed by DC Waring and Neighbourhood Plan Committee that Leasingham residents are not aware of the proposal and that they should be informed and made aware of the ‘pre submission’ draft plan which will be issued for consultation for six weeks on or around 7/14th March. It was proposed that NP Committee call a public meeting to publicise the proposals and the issue of the draft plan to enable as many residents as possible to express/record their view’s during the consultation period. NP Committee to confirm meeting details with PC.         

The Minutes of the last two PC meetings held on Monday 10th and 17th January 2022 having been previously circulated were approved by those present and signed by the Chairman. 

 

Matters arising – 

1. Police and Community Speed Watch – Safer Together January Newsletter noted.  Speed Watch co-ordinator had produced detailed data reference Moor Lane traffic in connection with Planning Application Report.

2. ighbourhood Plan No. 60 noted.

3.Highway & footpath repairs – update required from LCC highways – reminder to use online app.

4. Community Building – Fire Extinguishers serviced – report and account to be forwarded.  Electrical contractors carry out work in half term. Three quotations sought reference supply of air conditioning units. Canopy order to be confirmed.    

5. Play area, playing field & Community Green – regularly checked by Parish Operative. Consultations on going with all youth organisations on proposals to refurbish/extend the facilities. Annual safety inspection to be looked at in detail.   

6. Burial Ground – grounds maintenance had been carried out – entrance area and path ways clearance maintained.

7. Village Newsletter – proposals ongoing.

8. Villager of the Year – excellent poster produced and to be distributed when nomination/collection boxes delivered to shops etc.

9.Queen’s Platinum Jubilee Anniversary 2022 update – weekend 2nd 5th June planned to have a “Big Lunch” and activities based at the pub with a road closure and the Scarecrow Festival to be part of the celebrations. PC Tree order to be arranged.

10. NKDC & HM Government Guidelines/update Covid 19 – noted.

11. Register of Electors – members reminded to complete forms to obtain new register.     

12. Dog waste bin – supply now received and to be delivered – confirmed siting on grassed area top Bishops Road.

13. PC photocopier had been purchased and delivered.

14. Correspondence received to date and previously circulated –

c)Lord Lieutenant – Queen’s Jubilee update.

15. Planning Matters – 

a)Approval Notice – Alterations to external materials/openings to existing elevations in connection with 20/1574/PNNND (change of use of agricultural buildings to a flexible commercial use) Chapel Farm Yard Roxholm Road Roxholm Planning Ref.21/1646/FUL.

b)Enquiry notice – Single storey rear extension – 5.9m length from original wall, eaves height 2.3m and maximum height 3.5m 47 St. Johns Close noted as a prior notification enquiry.  

16. Accounts passed for payment – the Accounts report, attached to Minutes, having been previously circulated were approved by those present and cheque payments signed.

17. Items for information only – none noted.  Next scheduled meeting of the Parish Council would be on Monday 14th March 7.00pm in the Community Building.

  1. Closed session – due to confidential matters the PC resolved to move into closed session
