Minutes of the Meeting of Leasingham & Roxholm Parish Council held on Monday 13th June 2022at 7pm in the Community Building at the Playing Field.

 

Present:  Councillors Arnold, Bailey, Milligan, Adams, Pearson and Edore, District Councillor Waring three members of the public and the Clerk.

 

Apologies: were received and accepted from: Councillor Hibberd and Chambers and LCC Wright.

 

Declarations of Interest: none declared.   

 

Parish Council vacancy - The Chairman welcomed all to the meeting and began with the Co-option of new PC member Chris Quinn – details of applicant having been previously circulated it was resolved to accept his application to be a member of the PC.  Clerk to inform NKDC electoral services and arrange for issue of Acceptance of Office, declarations of interest documents etc.

 

Open Forum – there were no items raised in Open Forum.

 

Minutes of the meetings held on 16th May 2022 and 23rd May 2022 having been previously circulated were approved by those present and signed by the Chairman – Matters Arising –

 

1.Police – Neighbourhood Policing Priority Setting Meeting, introduction email explaining Neighbourhood Policing Team. 

St. Andrews School had enquired source for traffic cones – NKDC to supply four cones.

Speed Watch detailed report recently given to Annual Parish Meeting noted.

 

2.Neighbourhood Plan Progress Report No.64 having been previously circulated noted – formally submitted to NKDC, publicity period runs to 18th July.  Independent Examiner appointed.

 

3.Highway Matters – LCC Wright reported – “continue to pursue outstanding highway matters, Moor Lane is on the list for action, as soon as more urgent works are completed elsewhere, whilst did manage to get urgent action taken over Lincoln Road. Not able to confirm specific times/dates for repairs”. Link to latest Parish/County News forwarded.

 

 

4.Community Building – maintenance update –

 

a)Parish Operative carried out regular checks on building – outside air conditioning cages had been damaged – to be straightened. 

b)Due to effectiveness and safety issues (continually filled with water) the canopy had been taken down – Councillor Bailey looking into alternative.

c)Defibrillator enquiry ongoing – confirmed unit could be funded from the Community Benefit Fund.

d)Enquiries to be made for fitment of CCTV – noted stock of “CCTV in operation” notices.

 

5. Play area – Parish Operative carrying out regular safety checks, clearing area – looking into painting units – arrange top up of bark for summer holidays

 

6. Playing Field regularly cut by new contractors and LJFC maintenance groundsman keeping all in order.

 

7. Community Green – LJFC restarting using confirmed evening times from 4.30 to 7.30’ish Monday to Wednesday, Saturdays and Sundays when season restarts.  Area recently broken into – removal of wire netting to entrance gate (now replaced), broken into shed – no sign of anything missing.

 

8.Burial Ground – application for memorial approved – William Kent (Memorials) Ltd on behalf of Mr. & Mrs Orton deceased – new inscription –

“also of Lynda F. M. Orton nee James a much loved wife, daughter and sister born 8th April 1955 passed away 25th April 2022 together again.”

 

9.Village Newsletter – progress ongoing.

 

10.Villager of the Year 2022- Presentation Report (attached to Minutes) – Villager of the Year awarded to Neill and Joan Murray and Young Villager of the Year was awarded to Jack Warnes. Presentations made at the village Jubilee event. Miniature awards to be purchased for holders to retain. Noted additional members required to serve on Committee for next year.      

 

11.Queen’s Platinum Anniversary 2022 Celebration events – had been very successful and big thank you recorded to all the organisers – events mainly based at the Duke of Wellington Community Pub with various village craft stalls - games – scarecrow competition had been very successful - refreshments – party games etc. £      had been raised and banked towards to the refurbishment/extension of the children’s play area. St Andrew’s Church had been decorated in a celebration theme. Weather had held until Sunday when it was very wet. Parish Council to plant a tree in the autumn.            

 

12.Correspondence received to date and previously circulated –

 

a)The Collection – Rare Roman Horse Broach finds a new home at The Collection Lincoln.

b)Trainline – web site information noted.

c)Lincs Partnership NHS event memory loss at the Venue Navenby13th July.

 

 Planning matters received to date – Approval Notice – 1. Erection garden room 19 Moor Lane Planning Ref.22/0530/HOUS.  Outline Application – erection of detached dwelling (including matters of layout) revised proposed site layout drawing land east of 20 Deepdale Drive Planning Ref.22/0655/OUT – PC previously noted.

 

12. Accounts Report June 13th 2022 (attached to Minutes) - having been previously circulated were approved by those present and cheques duly signed.

13.Items for information only and date of next meeting was scheduled for the next Monday 20th June at 7pm in the Community Building – update on planned refurbishment and extension of Play area.

The next monthly meeting of the PC would take place on Monday 11th July 7pm in the Community Building.
