Minutes of the Meeting of Leasingham & Roxholm Parish Council held on Monday 5th December 2022 at 7pm in the Community Building.
Present: Councillors Arnold, Bailey, Milligan, Quinn, Hibberd, Adams and Franklin, NK District Councillor Waring, LCC Wright, two members of the public and the Clerk.
Apologies: were received and accepted from Councillor Chambers

Co-option – having followed due procedure for filling of PC vacancy it was unanimously resolved to co-opt Francis Franklin to be a member of the Leasingham & Roxholm Parish Council. The Chairman welcomed Councillor Franklin and all members looked forward to working with her.
Open Forum – Issues raised by representative LJFC reference commencement of play area extension work, use of green space, access and carparking issues. Noted number of emails received on the matter.
The Minutes of the last PC meeting held on Monday 14th November 2022 having been previously circulated were approved by those present and signed by the Chairman.
Matters Arising –
1. Police – Lincs Police Priority Setting Meeting – details required on village priorities to be completed. Community Speed Watch – order to be given for new signs.
2. Neighbourhood Plan – final scrutiny being carried out by NKDC
3. Highway and footpath matters – Introduction of A15 at north/south entrances to the village – LCC detailed ongoing arrangements for installation of signs confirmed by LCC Wright. Footpath issues continued to be raised – work not yet commenced.
4. Tree works (NKDC) link footpath off Moor Lane/Flaxwell Way ongoing.
5. Community Building – Defibrillator awaiting free of charge fitting.
6. Playpark update – enlargement and extension of the area had been made with the moving of the original side fencing to the front of the open green area.
The National Lottery funded outdoor Gym equipment had been installed and front bar fence erected.
Quotations to supply and fit first two items of new equipment (children’s/parents basket swing unit and zip wire (steel cableway) were noted and to be confirmed.
Ongoing applications were being made for additional funding.
Enquiry to be made to Sunday night bingo group for support in purchasing item of equipment.
Noted concerns from LJFC reference loss of carparking space and safe access issues.
7. War Memorial – cleaning arrangements ongoing. Quotation to be obtained/onsite meeting reference improved access arrangements.
8. Queens Jubilee tree order arrangements in hand for broad leave lime tree for planting on green open space at the back of St. Andrew’s Church.
9. Correspondence received to date – 1. Reminder given NKDC requirement for Confirmation of Code of Conduct completion of forms to Clerk. 2. Lincs Police priority setting meetings feedback reminder noted.
10. Planning matters – none to record.
11. Accounts Report having been previously circulated approval was recorded for payment of accounts as per Financial Report attached to Minutes. Noted that the January 2023 would be formulation of the Annual budget/setting of the Precept requirements for the 2023/24 financial year.
