Minutes of the meeting of Leasingham & Roxholm Parish Council held on Monday 14th March 2021 at 7pm in the Community Building at the Playing Field on Spring Lane.
Present: Councillors, Arnold, Bailey, Pearson, Milligan, LCC Richard Wright, one member of the public and the Clerk.
Apologies: were received and accepted from Councillors Edore, Hibberd, Adams and Chambers, NKDC Susan Waring and member of the NP Steering Group Ian Cox.

Open Forum: no items of were raised.
The Minutes of the last meeting held on 3rd March 2022 having been previous circulated were approved by those present and signed by the Chairman.
Matters Arising from 3.3.2022 together with items held over from 14th February 2022 meeting.
1. Central Lincolnshire Local Plan Proposed Submission Draft Consultation Document March 2022 – officially published and was now available for public consultation for a period of eight weeks. Copy details attached to Minutes referring to:-
NK/LEAS/001 Land off Meadow Lane Leasingham proposed 25 properties.
NK/LEAS/006 Land North of Moor Lane Leasingham (part of site has planning permission for nine properties) proposed 78 properties.
Members resolved to study details and take into account local views and further action/comments to be considered at PC April meeting. It was noted that report required to be based on sound “Planning reasons.”
2. Police – Lincs Police Quarterly Briefing January 22 having been previously circulated was noted by those present. Community Speed Watch – number of members down due to ill health.
3. Neighbourhood Plan – Report No.61 noted.
4. Highway and footpath matters noted –
a.Surface dressing & associated lining works – A15 Lincoln Road between Holdingham roundabout to Sleaford Road/Cranwell junction.
b.Carriageway Micro Asphalt Dean Close Leasingham.
c.Noted with LCC Wright numerous ongoing highway and footpath matters.
d.Chapel Lane noted ongoing white line issue.
5. Community Building – electrical works – pat testing and electrical safety certificates work completed – report and account awaited.
6. Play area – weekly safety inspections carried out. Refurbishment Consultation document issued to school and arrangements made to visit all local youth organisations. Noted contact at Lincolnshire Community Foundation for funding, Community Power Fund Swaton Parish Council useful contact.
7. Burial Ground Wobble testing – ongoing.
8. St. Andrew’s Church Notice Board refurbishment completed and placed in the Church porch – letter of appreciation to be sent to John Wells for excellent work.
9. Village Newsletter update – contact had been made with previous editor and meeting to be held.
10. Villager of the Year – production of nomination boxes to be completed and distributed to village locations.
11. Queen’s Platinum Anniversary 2022 – It was agreed to purchase a Royal British Legion Celebration Flag for the event in June. Duke of Wellington celebrations – advice given on road closure procedure, siting welly throwing. A Community Benefit Funding application form issued. Confirmation and advice sent for WI tree.
12. NKDC & Government Guidelines /updates Covid 19 – most restrictions now lifted.
13. Register of Electors – completion of application forms for paper notifications reminder.
14. Dog Waste Bin – delivered and to be fitted grassed area Bishops Road.
15. Correspondence received to date –
a. Citizens Advice Mid Lincs 2022 Report noted – annual donation to be issued in April.
b. Sleaford REP Community Power Fund – invitation received for two Councillors to visit site and information on grant funding – Councillors Milligan and Chambers to attend.
16. Planning matters received to date –
Applications members recorded no comments or objections to –
a. Proposed front and side single storey extension with lean to roof and single storey rear extension with flat parapet roof 10 Middleton Way Leasingham Planning Reference 221/0236/HOUS.
b. Application amended plans reserved matters application for erection 9 dwellings with design, scale, appearance, layout and landscaping to be considered pursuant application 19/0136/OUT – Erection of 9 No. dwellings (outline with access for consideration) Land north of Moor Lane Leasingham – Revision to originally submitted scheme including introduction of 4 x 3 bed properties and omission of three storey houses. Planning Ref. 21/1908/RESM.
Approval Notices issued –
a. Change of use doggy care building from business use (as per planning application Ref. No. 17/1815/FUL back to domestic use ancillary to West Lodge (retrospective) Planning Ref. 21/1489/FUL.
b. Proposed Dog Training and dog care facility, West Lodge Westfield Road Leasingham Planning Ref.21/1928/FUL.
c. Refurbishment of Leasingham Hall 7. No. residential apartments associated landscaping, access improvements, parking provision (amendment to planning permission ref: 20/1784/FUL and listed building consent ref. 20/17855/LBC include conversion & refurbishment former Coach House to provide 1 no. additional dwelling Leasingham Hall Captains Hill Planning Ref.21/1664/FUL.
17. Accounts report having been previously circulated it was proposed seconded and agreed to approve the accounts for payment.
