Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday
26 th September 2022 at 7pm in the Community Building at the Playing Field.
Present: Councillors Arnold, Bailey, Quinn & Milligan, NKDC Susan Waring, LCC
Richard Wright, and the Clerk.
Apologies: were received and accepted from Councillors Adams, Hibberd and
Chambers.
Open Forum: Advice given by LCC & NKDC on funding options (none from either
Authority) to contact Anne-Marie Shepherd NKDC for further information.
The Minutes of the last Parish Council meeting held on Monday 15 th August
2022 having been previously circulated were approved by those present and signed
by the Chairman.
Matters arising –
1. Police matters – none to report.
2. Community Speed Watch – ongoing with new volunteers.
3. Neighbourhood Plan – Update report No. 67 - at final stages.
4. Highway matters – collapsed drain The Link and The Lea – work ongoing.
5. Tree Works – 1. application to carry out works approved – reduce crown 23-25
Chapel Lane by approximately 1-3m to clear telephone lines. Members recorded
approval of the work. 2. – noted tree works by NKDC – reduction/crown lift
sycamore tree footway between Moor Lane and Flaxwell Way.
6. Play area – extension meeting had been held with suppliers. Formal approval was
given for initial work approved to move fencing, re-erect and supply and fit two new
gates, supply and fit gym equipment – recorded in closed session notes. Ongoing
reference supply, fund items of equipment.
7. Overgrown area back of green open space – Norman clearing area came
across wasps nest – pest control called in to remove.
8. Burial Ground – noted boundary hedging required autumn cut and grass cut.
Church yard required cutting – Clerk chased.
9. HM The Queen – death of Her Majesty Queen Elizabeth the Second to be marked
with the planting of a tree and special plaque as well as the already planned Queen’s
Jubilee tree. Noted that floral tributes had been placed around War Memorial –
NKDC had removed for composting at the appropriate time.
It was agreed that the railings and gate should be repainted.
10. Correspondence received to date and previously circulated –
1. Anglian Waters proposed new reservoirs to be sited on fenland south east of
Sleaford about halfway between Grantham and Boston – public consultation to take
place in the autumn. LCC Wright stated the plans would affect around twelve
properties.
2. Save Lincolnshire Pollinators conference 11 th October 7-9pm Lincolnshire
Showground Rotary Club of Lincoln Colonia’s Pollinator Awareness Conference.
3. Civility & Respect – members recorded agreement to the “Pledge” recorded
through the National Association of Local Councils.
4. Manor Farm Shops – letter of support had been issued for application to erect
brown tourism signs at the village entrances plus suggestion to include the
expansion and refurbishment of the children’s play area along with the extensive
playing filed and Community Building.
5. Service Level Agreement Funding - Parish Litter Picking Grant 22/23
application made.
11. Planning Applications - 1. Noted revised scheme to reduce number of
properties from nine to eight Planning application 19/0136/OUT and 21/1908/RESM
2. Central Lincolnshire Plan – appointment of programme officer noted.
1. Accounts Report – having been previously circulated were approved by those
present and cheques signed.
