Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 11th July 2022 at 7pm in the Community Building at the Playing Field Spring Lane.
Present: Councillors Bailey, Milligan, Adams and Quinn, District Councillor Waring, four members of the public and the Clerk.
Apologies: were received and accepted from Councillors Edore, Chambers and Arnold, LCC Wright.
Open Forum – two representatives from Leasingham WI gave detailed report on the proposed Autumn planting of crab apple tree on St. Andrew’s Crescent Green to mark the Queen’s Jubilee. Many thanks were recorded to the WI for all the well thought out planning for the tree planting in this particular area of the village and an invite was extended to the PC to attend the planting ceremony between October and March.
Member of the public raised ongoing issues reference surfaces of Dean Close and damage by trees
The Minutes of the last Parish Council Meeting held on 13th June 2022 having been previously circulated, were approved by those present and signed by the Vice Chair.
Matters Arising:-
1.Police Report – Details of Rural Crime Awareness Campaign and forthcoming events of Police presence and street surgeries.
2.Community Speed Watch Report – checks being done on a regular basis – appeal for more volunteers noted.
3.Neighbourhood Plan – Update Report No. 65 noted – can be viewed on web site and hard copies Post Office, Village Hall and St. Andrew’s Church – requirement to be on electoral roll to vote to acceptor decline the plan.
4.Highway & footpath matters – (a) Holdingham roundabout area/highway approaches to be resurfaced to meet contract specifications.
a)Moor Lane footpath – noted continual safety issues for all users – LCC website recorded scheduled for work to be carried – no specific date recorded.
b)Road Closure Wansbeck Road between Deepdale Drive & Heath Lane 2.8.22 from 9.30 to 15.30 noted
c)Work ongoing at Moor Lane property affecting the condition of entrance and footpath.
d)Hedge blocking view exiting Russell Road onto Roxholm Road.
5.Community Building – maintenance report – (1) CCTV cameras plus notices to hand and to be fitted to exterior of CB. (2) Air conditioning units working well inside – exterior cages damaged from youths climbing on – parish operative straightened. (3) Ongoing looking for alternative canopy.
6.Play Area and Community Green – (1) weekly safety inspections carried out by Parish Operative also painting equipment – looking good in play area. (2) Playpark Development presentation being compiled, support letter from school requested. Online funding applications being made. (3) Community Green lock broken and area littered – concern expressed by Busy Bees. Lock replaced.
7.Burial Ground & Church Yard – Annual inspection to take place prior to next meeting starting at 6.00/6.15. Noted broken/damaged memorial stone in church yard.
8.Queen’s Jubilee – WI tree planting presentation recorded on Open Forum. PC to look into purchasing and siting for the autumn.
9.Villager of the year – Noted the awards notice board required up dating.
10.Correspondence received to date –
a)LCC updating Lincs and Minerals & Waste Local Plan.
b)Citizens Advice Migrant Worker & EU Settlement Scheme Helpline details.
c)LIVES Supporters Day – Lincolnshire Showground 19th July 2022
d)River Slea Flood Settlement Scheme Helpline
e)New Code of Conduct – NKDC confirmation of adoption of Local Government Association with effect from 12th May 2022. PC to study documents for adoption at next meeting.
f)Manor Farm Shops – planning to apply for brown tourism sign – as part of the application process letter of support is required from the Parish Council. It was resolved to endorse the application.
11. Planning Matters – Application – Installation of 2 number conservation type rooflights Leasingham Hall Captains Hill Planning ref.22/0851/LBC – members recorded no comments or objections. Approval Notice – outline application for the erection of a detached dwelling (including matters of layout) land east of 20 Deepdale Drive Planning Reference
12.Accounts Report dated 11th July 2022 (attached to Minutes) – having been previously circulated was approved by those present and cheques duly signed. It was resolved that Councillor Bailey be recorded as a signatory on the Lloyds Bank Account.
13.Completion of Annual Governance Statement AGAR 2021/22 – Annual Accounts Audit – all having been previously circulated were approved by members present:-
1)Completion of Annual internal Audit had been carried out by Paul Sharpe who had completed Page 3 of the form and approved the Bank Reconciliation having been previously circulated members confirmed receipt, accepted and noted internal audit.
a)Section 1 – Annual Governance Statement 2021/22 members completed all sections and signed by the Vice Chair and the Clerk.
b)Section 2 – Approved having been previously circulated members approved the statement section signed by the Vice Chair and the Clerk. Items for information only – none received.
14.Date of next meeting was noted for Monday 15th August 2022 beginning at the Church Yard annual inspection 6pm followed by Roxholme Road Burial Ground with PC monthly meeting scheduled for 7pm.
