Minutes of the Monthly Meeting of Leasingham & Roxholm Parish Council held on Monday 16th May 2022 following the Annual Parish Council Meeting and the Annual Parish Meeting in the Community Building.

 

Present: Councillors Arnold, Bailey, Milligan, Adams Chambers and Pearson, four members of the public, NK District Councillor Waring and the Clerk.

 

Apologies: were received and accepted from Councillors Edore and Hibberd.

 

Declarations of interest: none declared.

 

The Minutes of the last Parish Council Meeting held on 27th April 2022 having been previously circulated were approved by those present and signed by the Chairman.

 

1.Lincs Police & Community Speed Watch – noted annual report received.

 

2.Neighbourhood Plan – nearing completion - report submitted to Annual Parish Meeting.

 

3.Highways & footpath matters – temporary traffic restriction Bridge parapet rebuild Moor Farm bridge 30/05 to 15/06 when required.  Noted work could be starting on repairs to Lincoln Road.

 

4.Community Building – Outside canopy adjustments required to hanging position following retention of water from heavy rainfall.  Enquiry made from Leasingham Junior Football Club and BBEarlyYrs.Pre School reference fitting of defibrillator unit to outside of building.  It was noted that funding could be provided from the Community Benefit fund.         

 

5.Play Area – weekly safety inspection reports in order – playpark development survey ongoing – it was resolved to have an informal update meeting 6pm Monday 23rd May in the Community Building  Community Green - noted that LJFC were back using the area to be asked to confirm days and times of usage for diary.  Request for dog training/agility use details of days/times to be confirmed/PL certificate required.      

 

6.Burial Ground and Church yard – had been cut satisfactorily by new Grounds Maintenance Contractor.

 

7.Village Newsletter – arrangements ongoing to re-introduce initially on a single sheet for distribution throughout the village.

 

8.Queen’s Platinum Jubilee Anniversary – St.Andrew’s School had ordered and received the Jubilee medals and would be arranging a presentation ceremony.

10. Planning Matters received to date – Approval Notices

 

  1. Change of use land to dog exercise paddock and re-instatement vehicular access Dale Farm West Cliff Ruskington Planning Ref.22/0104/FUL.
  2. Replace Single Storey flat roof with tiled pitched roof 12 Deepdale Drive Planning Ref. 22/0459/HOUS.
  3. Proposed single storey rear extension and internal alterations infill new roof over passage way to side of garage 6 Juniper Close Planning Ref.22/0459/HOUS.

 

Applications – Members recorded comments to the following –

 

  1.     Outline Planning application erection 6 no. dwellings land off Deepdale Drive Planning Ref.22/0587/OUT – concern expressed (although not a planning objection reason) at the loss of grazing land and natural habitat – clear guidance should be applied and made condition. Concern expressed at the suitability of the access road – Deepdale Drive.   
  2. Outline Planning application erection detached dwelling (with all matters reserved) land east of 20 Deepdale Drive Planning Ref.22/0655/OUT – concern expressed at the size and suitability of the site.

 

 

 

11.Accounts – it was proposed seconded and agreed that the accounts for the period to 16th May 2022 as set out on attached report be approved.

 

12.Items for information only and date of next meeting – next scheduled full meeting of the Parish Council would take place on Monday 13th June 2022 7pm in the Community Building.
