Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 10th January 2022 at 7pm in the Community Building at the Playing Field.

Present:  Councillors Arnold, Bailey, Pearson, Adams, Hibberd, Chambers, Milligan, NKDC Councillor Waring and the Clerk.

Apologies: were received and accepted from Councillor Edore and LCC Wright.

Declarations of interest: none recorded.

Minutes of the last Parish Council Meeting held 6th December 2021 having been previously circulated it was proposed seconded and agreed to b e accepted and signed by the Chairman.

Matters Arising from the Minutes –

1. Parish Council Vacancy Notice – check to be done with NKDC on re-advertising.

2. Police & Community Speed Watch – nothing specific to report.

3. Neighbourhood Plan - Report No. 59 noted. 

4. Highway & Footpath-subcommittee reports forwarded to LCC Highways and report log in numbers issued – details to be forwarded to LCC Wright.  Holdingham Roundabout opened on time resulting in improved and safer flow of traffic.  Resident had reported concerns reference Lincoln Road potholes. Noted poor restoration of footpath development Moor Lane to be checked plus drain covers Captains Hill and overhanging fir tree on Moor Lane bend. Resident had expressed concern reference Lincoln Road potholes and reported to LCC. 

5. Community Building – site meeting held with new employee reference duties and BB’s.  Fire alarm to be checked – arrangements in hand for fire extinguisher equipment to be serviced. Onsite First Aid Kit to be purchased. Quotations to be obtained reference air conditioning units.  Further enquiries to be made reference provision/purchase of outdoor canopy. Outside carpark light to be checked again with contractor as going off too early in the evening.

6. Play area, and playing field and Community Green – Draft consultation document drawn upby Councillor Milligan reference Play area refurbishment and extension. Arrangements ongoing for St. Andrew’s School pupils to be consulted on proposals plus other village youth organisations.

7. Burial Ground – site meeting held with new employer reference duties, entrance area, gate painting and footpath clearance. Wobble test action ongoing.  Approval given for application for memorial inscription Jack Walker born 31st August 1928 died 21st April 2020 general practitioner.   

8. Village Newsletter – Councillors Pearson and Adams to arrange meeting with previous Editor to discuss options also seek information from resident who was initially involved with original Newsletter..

9.Villager of the Year – options discussed for publicising applications – original file on set up of criteria for nominations etc to be passed to Councillors Pearson and Adams – note PC Awards Committee Councillors Hibberd, Pearson Arnold and Edore plus village representatives Jonathan Franks and Meg Cowap (one year)

10. Queen’s Platinum Anniversary 2022 update – Duke of Wellington had enquired any specific Parish Council plans to celebrate and set out proposals for the pub’s proposed plans for the day. PC noted that at past Royal Events support had been given by the way of funds to assist with celebration costs locally and at the school with commemorative medals/coins.  The Parish Council planned to plant a commemorative tree on the open space area off St. John’s Close/back of the churchyard for which application would be required to be made to NKDC with advice to be sought on suitable tree. The WI had written explaining plans for planting a tree and commemorative plaque either on St. Andrew’s Crescent Green or the Community Open space off St. John’s Close.  This was noted and would advise to apply to NKDC. There was some concern on the suggestion/suitability of a native crab apple tree from ongoing debris etc and noted NKDC Waste Officer and tree officer should be consulted.  It was noted that a Nationwide competition to make a celebration pudding had just been launched (reference back to Coronation Chicken on Queen’s Coronation celebrations).

11. NKDC and HM Government Guidelines /updates Covid 19 noted.

12. Correspondence Received to date – 

a) NKDC Register of Electors 2021/22 – members to apply for paper or digital copies now available.

b) NKDC Happy Christmas New Year - message noted.

c) NKDC Town & Parish Precept document – dealt with separate item in accounts section.

d) RAF Cranwell Engagement Reception postponed due to pandemic.

e) Street Numbering - NKDC notified two properties built off Chapel Lane to be named and numbered 1 & 2 Chestnut Yard Leasingham Sleaford Lincs. NG34 8LD.

f) NHS Lincolnshire CCG – details Covid 19 vaccination Clinic sites.

g) LIVES WINTER NEWSLETTER – 2021/22 noted

h) LCC Town & PC’s views on Council’s Budget/Council Tax proposals for 2022/23 – noted.

 

13. Planning Matters received – 

Applications –  Alterations to external materials/openings to existing elevations in connection with 20/1574/PNND (change of use of agricultural buildings to a flexible commercial use) Planning Reference 21/1646/FUL. Members recorded no objections or comments to the application.

Approval Notices –

a)Erection of log cabin for use as a beauty salon (retrospective) (resubmission of 20/1801/FUL) 19 Moor Lane Planning 19 Moor Lane Planning Ref.21/1506/FUL.

b) Demolition of existing conservatory and remaining ground floor extension with reconfiguration of the remaining ground floor spaces 10 Wansbeck Road Planning Ref.21/1465/HOUS.

c) Proposed bungalow with attached garage Land at 9 Chapel Lane Planning Ref.21/1607/FUL.

 

14. Accounts – having been previously circulated it was proposed, seconded and agreed that the accounts report be accepted and approved for payment.

 

15. Parish Precept Setting Report 2022/23 having been previously circulated it was proposed seconded and agreed that the Parish Council apply to NKDC for a Precept figure of £27,000 for the coming year 2022/23 an increase of £2000 over the previous year.

16. Items for information only – none recorded. Date of next scheduled Parish Council Meeting would take place on Monday 14th February 2021.

17. Closed session – due to confidential matters the PC resolved to move into closed session.
