Minutes of the meeting of Leasingham & Roxholm Parish Council held on Monday 14th August 2023 at 7pm in the Community Building.

Present: Councillors Arnold, Bailey, Adams, Franklin, Waring, Chambers, NKDC Councillor Clarke, LCC Wright, member of the public and the Clerk.

Apologies were received and accepted from: Councillor Milligan and Hibberd.

Declarations of Interest: none declared.

 

Open Forum:  Member of the public representing Leasingham Junior Football Club reported update on Club’s teams and forthcoming season and requested purchase of top soil for use on the pitches.  Request noted and to be formally confirmed in accounts. Noted fallen down tree on edge of pitch.

 

Minutes of the previous meeting held on 10th July 2023 having been previously circulated were approved by those present and signed by the Chairman.

Matters Arising –

1.(a) Lincs Police – noted retirement of local policing team and consequent reduction of support for the Sleaford area.

(b)  Community Speed Watch signs ordered and collected eight 30mph signs for lamp posts £160.00 and 100 30mph wheelie bin stickers £50.00 total £210.00  

 

2. Neighbourhood Plan – draft plan to be finalised by NKDC and issued for consultation.

3.Highway matters and footpath matters – query on access reference property off Rookery Lane ongoing.  Noted LCC Highways department checking on drainage records to include in ongoing work schedules.

4. Tree Works – ongoing with NKDC

 

5. Community Building – (1) regularly cleaned and maintained by Parish Operative - all in order.

          2)  Renewal contract Busy Bees Early Years & Nature Centre as a contractual to be dealt with in Closed Section of the Meeting.   

          .

6. Play area, playing field and Community Green – up date- (1) Playpark development and refurbishment of area – deposit payment made to Communities Facilities FCC Foundation to initiate grant application – three “like for like” quotes being obtained. (2) Playing field noted ongoing problem with dog fouling, authority given to order top soil for LJFC use. Noted fallen tree to be removed (2) Community Green – new entrance gate installed and area would now be used for carparking by LJFC on match/training days – noted to be manned at all times with no unaccompanied children to be in the area. There was an ongoing problem with rabbit infestation/ holes.

7. War Memorial – following site meeting it was resolved that the step access issue could be resolved by moving the entrance gate to the Church side of the site. Quotation to be obtained from Blacksmith.

8.(a) Burial Ground Inspection had been carried out by Councillor Bailey and detailed report circulated – grounds maintenance work to be carried out.  Thanks were recorded to Councillor Bailey.

          (b) Church yard – annual inspection noted and attached to Minutes.

9. Queen’s Jubilee & King’s Coronation – plaques to be ordered and fixed to area.

10.  Village Hall – noted that VH committee having further meeting on proposal and would follow up with PC meeting.

11.Public Seating – guidance and statutory requirements from NKDC. Siting query from LCC to be confirmed.

12.Villager of the Year Award – Councillor Milligan had received several  nominations for both adult and junior categories – committee to meet to arrange awards and ceremony.

13. Correspondence noted received to date and previously circulate 

  1.   Beacon Fen Energy Project Park revised following consultation – Fen South which was planned for land near to the village of Helpringham and hamlet of Burton Pedwardine (southeast of Sleaford) was withdrawn from the Beacon Fen Energy Proposals (Anglian Water Lincolnshire reservoir planned for same site). Still proceeding with application for Beacon Fen North.

 

  1. National Highways – notification essential works A46 Winthorpe Roundabout to Brough Lane.

14.Planning Applications – having been previously circulated were approved by those present and recorded no objections or comments –

 

  1. Planning Application Ref. 23/0720/RESM Reserved matters application for the erection of 1 no. detached dwelling with access, appearance, landscaping and scale consideration pursuant to outline application 22/0655/OUT – Outline application for the erection of a detached dwelling (including matters of layout). Land Adj. to 20 Deepdale Drive Leasingham Sleaford Lincs.

 

  1. Planning Application Ref.23/0890/HOUS – erection of single storey rear extension 2 Jessop Close Leasingham NG34 8LJ.

 

15. Accounts Report having been previously circulated it was proposed seconded and agreed that payments should be made.

16. Contract Matter (confidential) the Parish Council moved into closed session. 

17. Next PC Meeting date would be Monday 11th September 2023 at 7pm in the Community Building
