Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday
12th June 2023 at 7pm in the Community Building at the Playing Field.
Present: Councillors Arnold, Bailey, Franklin, Milligan & Adams, NK District
Councillors Jim Clarke & Andrew Hagues, LCC Richard Wright, two members of the
public and the Clerk.
Apologies: were received and accepted from Councillors Chambers and Hibberd.
Declarations of interest: none declared.
Parish Council vacancies update: NKDC had confirmed that it was in order to co-
opt new members. Susan Waring had indicated her willingness to be a member of
the Parish Council. It was formally proposed seconded and agreed that Susan
Waring be a new Parish Councillor with immediate effect. Councillor Waring was
welcomed by members from the Chair. The Council now had eight members with
one vacancy remaining.
North Kesteven District Council election results – Councillors Jim Clarke and
Andrew Hagues were welcomed by the Chairman to the meeting as the two
members representing Leasingham & Roxholm on NKDC.
Open Forum – there were no items raised in Open Forum.
Annual General Business Meeting – confirmation required on allocation of sub-
committee members at next meeting – to include new member.
Minutes of the Meetings held on Monday 15 th May 2023 having been previously
circulated were approved by those present and signed by the Chairman.
Matters Arising:-
1. Police and Community Speed Watch – 30mph signs ordered to be delivered
to Farm Shop – Parish Operative to put in place.
2. Neighbourhood Plan – NKDC had sent completed Plan online – publication
formally approved by members. Many thanks were recorded to the long
serving members of the NP committee.
3. Highway and footpath matters – noted recorded on “Fix my Street” –
Leasingham footpath work was scheduled to be carried out. An
access/visibility issue onto A15 was noted reference Rookery Lane property to
be checked reference cutting back hedge.
4. Tree works ongoing – NKDC report/order sent to LCC as responsible for
tree.
5. Community Building – minor maintenance issues carried out by Parish
Operative - all in order.
6. (1) Playpark – children’s swing unit – and zip wire due to be installed at the
end of the month.
(2) New gate installed – bottom and top preventative access structures to be
fixed in place, entrance surface work to be carried out – area had safety fencing in
place until work completed.
(3) Community Facilities FCC funding application result – decision to be
made on 14th with notification received following two weeks.
(4) Noted nettles in tree area – Parish Operative to cut back.
(5) Leasingham Junior Football Club annual fee account – check to be
made on last payment and account to be issued.
7. War memorial Work order given – chase to be made.
8. Burial Ground – noted cremation ashes added to current burial plot. Approval
recorded for - Application for addition to memorial stone reading “Resting with
her daughter Elizabeth Marguerite Hamilton, loving Wife, Mother and Oma.
Born 5 th January 1947, Died 16 th March 2023.
Noted annual Burial Ground and Church Yard inspection due to take place
prior to July meeting.
9. Queen’s Jubilee and King’s Coronation – trees planted and tree guards
fixed – plaques to be purchased (Timpson’s Sleaford) and put in place.
10. Villager of the Year Notice Board work completed. Proposed that current
year’s applications should be submitted online – presentation event should be
held at the Community Pub (DofW) – Katy/Councillor Milligan to edit last year’s
poster.
11. Public seating – to be ordered.
12. Correspondence having been previously circulated noted –
(1) NKDC June Newsletter/postelection guidance etc. – members completed
and returned forms to NK.
(2) River Slea Flood resilience report noted – community drop in events noted.
(3) Citizen’s Advice Mid Lincs Big Give Kind/Mind your money campaign –
noted.
(4) Better Housing Better Health – free home energy advice poster.
(5) Dog Training – application received for hire of Community Green – noted
require confirmation/sight of Public Liability and Insurance documents – soul
use request not possible – further confirmation on day/s required.
13. Planning matters received to date including – 1. Application erection of a
one and half storey dwelling land off Lincoln Road Leasingham Planning
reference 23/0546/FUL – members noted concerns reference loss of trees as
a consequence of proposed building.
14. Accounts – having been previously circulated it was proposed seconded and
agreed the accounts as per attached document should be approved for
payment.
15. Closed session – there were no items to discuss in Closed Session.
16. – Date of next meeting would be on Monday 10th July starting at 6.15 pm in
the Church Yard followed by inspection of Burial Ground.
