Minutes of Meeting of Leasingham & Roxholm Parish Council following the Annual Business Meeting and Annual Parish Meeting on 15th May 2023.
Present: Councillors Arnold, Bailey, Milligan and Adams and the Clerk.
Apologies: were received and accepted from Councillors Franklin, Chambers and Hibberd and LCC Wright.
Declarations of Interest: none declared.
Open Forum: There were no items raised in Open Forum.
Minutes of the meeting held on 17th April 2023 having been previously circulated were approved by those present and signed by the Chairman.
Matters Arising:-
1. Police and Community Speed Watch - replacement signs to be ordered.
2. Neighbourhood Plan - completed document submitted to NKDC for sign off-
queries being dealt with.
3. Highways & footpath Matters - A15 new speed signage installed.
4. Tree works - order given to NKDC
5. Community Building - all in order - regular maintenance checks carried out by
Parish Operative.
6. (a) Play Area - regular weekly safety checks and remedial maintenance of
equipment carried by Parish Operative.
(b) Play Area extension application for funding to FCC submitted - reply to be received in June.
7. Community Green - (a) entrance gate and fencing order given for work to be
carried out - chase to be done in coming half term holidays (originally requested for Easter holiday). (b) grassed area infested with rabbits (many holes) (c) confirmed in order to hire out for dog classes - requested/awaiting further details of hours etc.
8. War Memorial - order given for installing entrance step.
9. Burial Ground - application for Memorial Stone Stanley Bernard Garfoot
approved wording - Stanley Bernard Garfoot A much loved Husband, Father Grandad and Great Grandad 22-3-1928-18-3-2022 In our Hearts Forever.
10. King Charles the Third Coronation - tree plagues to be ordered from
Timpsons. Village Celebration was centred around the Community Pub the Duke of Wellington with a Hog Roast and many cakes and puddings. Commemorative Flag was purchased and flown. St Andrew's Church decorated.

Public Works Loan Board 9th March 2023 half yearly loan payment Community Building £760.06 direct from Bank.
Information Commission - GDPR/Data Protection Act 2018 annual fee £40.00 deducted from Bank Account.
Employer's End of year summary 2022-2023 and End of Year Employees certificates issued.
The Pensions Regulator - acknowledgement of re-declaration of compliance details dated 19.11.22 correct.
Grant Funding Application to FCC for play area refurbishment made final entries be completed 18th April 2023 - submitted to Board for consideration in June 2023.
Annual Audit Notice received 2022/23 AGAR external Auditor Notice and instructions received - noted documents to be submitted by Monday 3rd July 2023. Appointment of Internal Auditor Paul Sharpe confirmed appointment made Tuesday 25th April 2023. PC confirmation of accounts to be recorded at meeting 15.05 2023 Internal Audit carried out 10.5.23 all AGAR documents completed forwarded to PC members for completion approval and signature. Members recorded approval and documents signed by the Chairman and Clerk.

11. Village Hall - noted rear neighbour had donated part of garden land extending
the rear outdoor land area to the hall site - legal documentation being drawn up. Villager of the year notice board works ongoing.
12. Public Seating for St. Andrew's Crescent - to be ordered and dedication
wording to be confirmed.
13. District, Town and Parish Council Elections 4th May 2023 - all had been
returned unopposed - official documentation to be received -
(a) North Kesteven District Councillors for Leasingham & Cranwell Ward
from 4.5.23 - Councillor Jim Clarke and Councillor Andrew Hagues. (b) Leasingham & Roxholm Parish Council from 4th May 2023 - Councillors
Graham Arnold, Jenny Bailey, Francis Franklin, Steven Milligan, Angie Adams, Colin Hibberd and Callum Chambers.
14. Correspondence received to date -
(a) Scarecrow Festival Saturday 27th May - Monday 29th May - appeal for
more entries made.
(b) Beacon Energy Park - proposal document previously circulated and noted.
15. Planning Matters - Statement of adoption of Central Lincolnshire Plan –
circulated and previously noted.
16. Accounts Matters - confirmation of accounts passed for payment having been
previously circulated and attached to Minutes.
17. Annual Audit Notice - AGAR 2022-23 documents received and completed followed by Internal Audit. All documents forwarded to members. It was proposed seconded and agreed to approve the documentation and was duly signed by the Chairman, Councillor Graham Arnold and the Clerk and Responsible Financial Officer E. Kennedy.
18. There being no further business the meeting was closed and the date for
the next PC monthly meeting was fixed for Monday 12th June 2023 7pm in the Community Building at the Playing Field.
