Minutes of Meeting Leasingham & Roxholm Parish Council held on Monday 10th July 2023 at 7pm in the Community Building at the playing field Spring Lane.
Present: Councillors Wright, Adams, Waring and Milligan, NKDC Clarke & Hagues and the Clerk.
Apologies: were received and accepted from Councillors Arnold, Franklin, Chambers and Hibberd.
Declarations of Interest: none declared.
Parish Council Vacancy – still one vacancy for new Parish Councillors to make up to nine members – to be advertised again in the autumn.
Open Forum – there were no items to report in Open Forum
Annual General Meeting – allocation of members postponed until full number of members present.
Minutes of previous meeting held on 12th June 2023 - having been previously circulated were approved by those present and signed by the Vice Chair.
Matters Arising –
1.(a) Police – update reference Sleaford area Policing Team and retirement of officers PCSO Nic Woolerton and PCSO Colin Ironmonger. PC Chris Green to be the main contact – Christopher.green@lincs.police.uk – 07788843511. Thanks to be recorded to retiring Officers. Request to publish on village newsletter/web site.
(b) Community Speed Watch Signs – further supply ordered.
2.Neighbourhood Plan – publicity period Monday 3rd July to Monday 14th August during which interested parties invited to make comments on Draft Plan – note detailed email dated 29th June 2023.
3.Highway and footpath matters – Access query reference Rookery Lane to be looked into.
4. Tree works ongoing with NKDC.
5. Community Building – Parish Operative keeping all in order – disabled entrance and toilet area cleaned every Monday morning.
6. 1) Playpark – installation of new fixtures postponed pending completion of application for FCC funding (condition of application process).
2) New gate installed – entrance cleared and hard-core surface installed – it
Would not be possible to crawl underneath. Fixing restrictive entrance
Measures on the top of the gate would make it too heavy.
3) Community Facilities FCC funding application had been successful. Grant money of £63,010.48 would be made available. The third-party funding contribution of £6,773.63 was now requested to be sent. The Sunday night bingo club to be contacted to request the promised support monies to assist with project.
4) LJFC – Confirmation receipt of annual fee noted.
5) Dog training enquiry – no further information received.
6) Annual inspection of playing field area and surrounds, community green children’s play area to take place prior to next meeting.
7. Churchyard – site meeting had been held with Rev.Al Jenkins, Zena Anderson, PC members and Parish Operative. Report attached to Minutes.
8. Burial Ground – it had not been possible to carry out annual inspection – postponed until next meeting. Concern noted on length of grass – contractor now cut – much improved condition. Councillor Wright to check/inspect site. Application noted and approved for erection of memorial stone – Stanley Bernard Garfoot A much loved Husband, Father, Grandad and Great Grandad 22-3-1928 – 18.3.2022 In our Hearts Forever.
9.Queen’s Jubilee and King’s Coronation – plaques to be purchased.
10.Villager of the year Notices to be published – awards to be made at Community Pub Duke of Wellington at the next “village event”.
11. Public seating for St. Andrew’s Crescent to be ordered.
12. Village Hall – additional land sub-committee to be formed for joint meeting
13. Correspondence having been previously circulated noted –
a.LCC litter picking kits - to be passed to WI who have carried out work in the village during the past few years.
b. Public footpaths overgrown areas – concern expressed by resident (a) Heath Lane to Gorse Lane – low tree branches. (b) Footpath leading out of Gorse Lane into Moor Lane hedgerow impeding onto the footpath. (c) Footpath from Moor Lane leading into Heath Lane 21 Heath Lane intruding into path (d) Hedge/bush 15 Heath Lane requires cutting back. NKDC to deal with a.b. and c. – d. resident to be contacted.
Planning matters – Application reserved matters for the erection of 1no. detached dwelling with access, appearance and scale for consideration pursuant to outline application 22/0655/OUT – Reserved matters application for the erection of 1no detached dwelling with access, appearance, landscaping and scale for consideration pursuant to outline application 22/0655/OUT. Land Adj to 20 Deepdale Drive Leasingham. Members recorded concerns reference the suitability of the building on a very small plot.
Central Lincolnshire Planning obligations SPD Public Consultation noted – Wednesday 5th July 2023 to Wednesday 16th August.
14. Accounts Report attached to Minutes having been previously circulated it was proposed seconded and agreed that payments should be made. It was resolved that an additional signatory be added to the bank account.
Next Meeting date was fixed for Monday 8th August 2023 at 7pm in the Community Building. Prior to this annual inspection of playing field area, community green and children’s play area to take place starting at 6.30pm
