Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 9th October 2023 at 7pm in the Community Building at the Playing Field.
Present: Councillors, Arnold, Bailey, Adams. Waring, Franklin, Hibberd, Milligan, Lincs CC Wright, NKDC Councillor Clarke, a member of the public and the Clerk.
Apologies: were received and accepted from NKDC Councillor Andrew Hagues.
Declarations of Interest: none declared.
Open Forum: The Chairman of Leasingham Junior Football Club was introduced Craig Gorman. Noted that supply of top soil had been delivered, account for the new season use of the area issued – request for issue June/July to assist with planning finances ahead of new season. Ongoing problem of rabbits noted. New carpark facility was working well.
The Minutes of the previous meeting held on 11th September having been previously circulated were approved by those present and signed by the Chairman.
Matters Arising –
1. Police Engagement Session North & South Kesteven 7th December online meeting – details forwarded to members. Community Speed Watch back in operation – New 30mph luminous signs, purchased from Lincs. County Council erected at village entrance points.
2. Neighbourhood Plan – now finalised(after seven years of heard work from a dedicated group) and arrangements made for Referendum on 9th November 2023 in the Jessop Room at the Village Hall with the count to commence at 10.10pm. Councillors Arnold and Waring to attend with Councillor Bailey to act as stand in.
3. Highway & footpath matters –(1) Notice temporary traffic restriction Leasingham Moor/Evedon Papermill Lane closed at Railway Bridge 24th October 2023. (2) check to be made on overgrown/hanging branches on the Hall entrance to the village – highway safety issue to be reported to owner for cutting back.
4. Tree works ongoing with NKDC.
5. Community Building – (1) Maintenance update – Parish Operative regularly carried out cleaning disabled toilet entrance and area and any small jobs for Community Building.
(2) Busy Bees Early Years & Nature Centre proposal Community Green (contract matter to be dealt with in closed session).
6. Play Area, playing field and Community Green – up date –
- Playpark development refurbishment and extension of area – Community Facilities FCC Foundation initial grant application completed – follow on application requirements document received and completed. It was formally proposed and seconded and agreed that the Chairman Councillor Graham Arnold be authorised to be the Parish Council signatory for all ongoing contract documents in relation to the grant application to the Community Facilities FCC Foundation Application.
- Grounds Maintenance – boundary areas had been cleared, fallen tree removed, order and delivery of top soil for playfield noted.
End of season cut for Community Green boundary areas to be checked
7. War Memorial – quotation to move entrance gate to Church side of pathway not yet received. Advice on cleaning structure to be sought.
8. Burial Ground – end of season hedge required cutting – grass still growing and would require more cutting to keep area tidy
9. Church yard -as above would possibly require a further end of season cut.
10. Queen’s Jubilee and King’s Coronation - trees planted and after initial set back on one were now growing well. Plaques to be ordered
11. Public seating – authority from NKDC ongoing – new appointment in department now in place.
12. Villager of the Year – Account from Majestic Crystal noted for payment.

- NKDC Conservation Officer – introduction – details heritage grant scheme for repair and restoration of heritage assets and possibility of discussing further.
- LIVES – Saving Lives in Lincolnshire Newsletter.
- Environment Agency – River Light Festival Saturday 21st October 11.00 to16.00 details and poster.
- Electrical Safety First – UK charity – Electrical Safety Fund applications 22.10.23.
- River Slea Flood Resilience project team at the River light Festival Saturday 21st October Eco Village Church Lane Primary School.
- London Hearts – defibrillator grant funding scheme details.
- Invitation to Management of Memorials Inspection Workshop 25th April 2024 from Ruskington Parish Council.
- Community Infrastructure Levy – Annual report to be sent to NKDC – template completed receipt of £353.64.
14. Planning matters received to date – Approval Notices –
- Reserved Maters application for the erection of 1no. detached dwelling with access, appearance, landscaping and scale for consideration pursuant to outline application 22/0655/OUT – Outline application for the erection of a detached dwelling (including matters of layout) Land adjacent to 20 Deepdale Drive Leasingham.
- Erection of single storey rear extensions 2 Jessop Close Leasingham Planning Ref. 23/0890/HOUS.
- Conversion of existing garage to additional living accommodation and replace flat roof with pitched roof 3 Russell Road Planning Ref.23/0999/HOUS.
Application Notice –
- Erection of lm picket fence to front and side boundaries 53 St. Johns Close Leasingham N G34 8LU Planning Ref. 23/118/HOUS – members recorded no comments or objections to the application.
15. Accounts Report - having been previously circulated it was proposed seconded and agreed that the Report be approved and the Accounts be settled.

17. Closed Session – there being items of contractural and confidential matter the PC moved into closed session.
