Minutes of the Meeting of Leasingham & Roxholm Parish Council held on Monday 13th November 2023.

Present: Councillors Arnold, Bailey, Adams, Franklin, Waring and Milligan, LCC Wright, NKDC Clarke, three members of the public and the Clerk.

Apologies were received and accepted from Councillors Hibberd and Chambers.

Declarations of interest: declared by Councillor Arnold reference Planning Application Reference 23/1189/HOUS

Open Forum: Two members of the public expressed their concerns reference the recent flooding in the village and noted that an Emergency Flooding Plan be put in place and the installation of a water level marker. Detailed discussion took place.

The minutes of the previous meeting held on Monday 9th October 2023 having been previously circulated were approved by those present and signed by the Chairman.

Matters Arising –

1. (a) Police Engagement Session North & South Kesteven - 7th December online meeting noted.
(b)  Community Speed Watch - now up and running again.

2.  Neighbourhood Plan – Referendum Poll had taken place Thursday 9th November 2023 with the question “Do you want NKDC to use the Neighbourhood Plan for Leasingham & Roxholm Planning Area to help decide planning applications in the neighbourhood area” – Result of poll – Number cast in favour of a Yes - 211 Number recorded No - 48

3.  Highway & footpath matters – Reported items –

1. Damaged Highway sign top Captains Hill.

2. Request resurfacing of footpath and overgrown hedge The Square.

4.  Community Building & surrounds –
a. Maintenance update – Service of Airconditioning units booked – outside entrance light to be checked – new bulb required.
b. Busy Bees Early Years & Nature Centre proposal use of Community Green (contract matter to be dealt with in closed session) amended meeting date to be fixed.
c. Playpark development refurbishment of area – Community Facilities  FCC Foundation application ongoing - confirmation of Chairman Councillor Graham Arnold to act as PC signatory forwarded to FCC.
d. Grounds maintenance final cut of season had been carried out – hedge trimming community green to take place later in season confirmation to be sent to Grounds Maintenance contractor.

5.  Tree works – ongoing with NKDC.

6.  War Memorial – quotation to move the gate ongoing.

7.  Flooding Report
a. Burial Ground had been flooded but drained away very quickly – no damage caused.
b. St. Andrew’s Church - very badly flooded internal damage to furnishings – noted Church’s responsibility.
c. St. Andrew’s School – flooded with excessive internal damage.

8.  Queen’s Jubilee & King’s Coronation – trees planted (now thriving well) tree guards fixed. Commemorative plaques to be ordered.

9.  Village Hall – additional land query ongoing – updated awaited from Village Hall committee.

10.  Public seating ongoing with NKDC – confirmation of approval awaited.

11.  NKDC Engagement Evening – Councillor Waring had attended.

12.  Flooding Report as recorded above Church and School badly affected.  It was noted that NKDC were carrying out reports and surveys for the whole District for future planning to be recorded with LCC (the Lead Authority for Emergency Planning). Installation of a water level marker to be looked into.

13.  Remembrance Sunday 12th November – wreath laying carried out at War Memorial – good turnout of residents and youth organisations NKDC.

15.  St Andrew’s CofE Primary School extension – update site meeting had taken place on Friday 10th November with the School reference details of the planned additional mobile classroom issued and access arrangements along Spring Lane noted timings of project. Contractor had written separately to PC reference permission to “it would be beneficial if we could perhaps utilise our site parking (maximum 9-10 Cars and vans as this isn’t a large build) in the location on the attached mark-up” (Playing Field carpark in front of play area)12.2.24 to 31.09.24. It was resolved to give permission for maximum three cars to arrive before 8’oclock and no movement permitted until after 4o’oclock. Barrier key code to be supplied.

16.  Planning Application (previously circulated – Members recorded no objections or comments to application
1.  Alterations & extensions to existing dwelling formation of rear raised patio and decked area together with replacement roof tiles, facias and soffits throughout, West Lodge Westfield Road Leasingham planning Reference 23/1189/HOUS.
2. Noted – Talk Planning Central Lincolnshire Plan Team – Consultation Validations lists noted.

17.  Accounts report - previously circulated and noted.  It was proposed seconded agreed that payment of the accounts be approved.

18.  Items for information only – none recorded.  The date of the next meeting noted as Monday 11th December 2023 7.00pm in the Community Building Spring Lane.
