Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 17th April 2023 at 7pm in the Community Building at the Playing Field.

 

Present: Councillors Bailey, Franklin and Milligan, District Councillor Susan Waring, two members of the public and the Clerk.

,

Apologies were received and accepted from: Councillors Arnold, Chambers, Adams and Hibberd and LCC Wright.

Open Forum:

 Member of the public updated PC on Leasingham Junior Football Club seasonal programme and concerns on dog fouling in the playing field area.

Member of the public noted clarity required reference funding support from Sunday night Bingo sessions.

 

Minutes of the Meeting held on 13th March 2023 having been previously circulated were approved by those present and signed by the Vice Chair.

 

Matters Arising:-

1. Police and Community Speed Watch – continued to be active on a weekly basis. Two faded signs had been removed.

2. Neighbourhood Plan Report No.74 to hand.

3. Highways & footpaths matters – noted A17 thin surface replacement package between Byards Leap and Holdingham Roundabout from 11th April 2023 for six weeks.  

4. Tree works – ongoing with NKDC tree officer.

5. Community Building maintenance - all in order.

6. Play Area – (1) Application submitted to FCC Funding -clarification of queries carried out – final submission details to be completed by Clerk and Councillor Milligan 18th April 2023.  Decision on application to be made in June.  No work to commence prior to decision reply.

     New entrance gate and fencing to Community Green order given request for work to be carried out in school Easter holiday.Noted this had not commenced chase sent – all safety regulations to be put in place.

 

7. War Memorial – order given for concrete step to be installed at entrance gate.

8. King’s Coronation – special flag of be ordered from the Royal British Legion. Noted that the main village celebration would be based at the Community Pub – Duke of Wellington

9. Villager of the Year Notice Board maintenance and updated to date with winners by Councillor Milligan

10. Public seating – new seat for St. Andrew’s Crescent to be ordered. Dedication wording to be checked.

11. District and Town Parish Council Elections 4th May 2023.  It had been confirmed that there would be no election as all nominees had been returned uncontested as follows for the Parish Council:-

The Parish Council consists of nine members – the two vacancies could be filled by co-option – agenda for discussion at PC May/June meeting.

Correspondence received to date –

a) Beacon Fen Energy Park press release noted – “The proposed Beacon Fen Energy Park will be made up of solar and energy storage and is proposed for land east of Sleaford, between the villages of Heckington and Helpringham.” b)Call Connect Bus Service time table poster for May Bank Holidays information.

13.  Planning matters received to dateApplication 1. Members recorded no objections or comments to the application – Installation of Solar Panels on the outbuildings (garages to the rear of the property) Hall Farmhouse 2 Lincoln Road Leasingham Planning Reference 23/0195/LBC.

Approval Notice 1. Outline planning application erection of 6 no. dwellings Land off Deepdale Drive Leasingham Planning Reference 22/0587/OUT.

Noted - Central Lincolnshire Local Plan Government Inspectors Report – report on future proposals Land off Meadow Lane and land North of Moor Lane Leasingham.

 

 

14. Accounts Report having been previously circulated it was proposed seconded and agreed for approval by those present and the report attached to Minutes.

15. There were no items for information only – Date of next Parish Council Meeting was arranged for Monday 15th May 2023 at 7pm in the Community Building. It was noted with interest that there would be three Bank Holidays in May – usual Monday May1st followed by Monday May 8th for the Celebration Coronation of King Charles (on Saturday 6th May) Spring Bank Holiday Monday 29th May
