Minutes of the meeting of Leasingham & Roxholm Parish Council
held on Monday 9th January 2023 at 7pm in the Community Building at the Playing Field.
Present: Councillors Bailey, Milligan, Quinn, Adams, Franklin, Chambers, NKDC Councillor Waring, seven members of the public and the Clerk.
Apologies: were received and accepted from Councillors Arnold and Hibberd and LCC Wright.
Open Forum: Issues raised reference onsite carparking provision for Leasingham Junior Football Club were noted (number of challenging emails sent to PC) and discussed with those present.
Parish Council Vacancy - no further details received from enquiry. It was noted that local elections were due to take place in May this year at which all present and prospective Councillors would be able to put their names forward to serve on the PC.
Minutes of the meetings held on 5th and 12th December having previously been circulated, were approved by those present and signed by the Vice Chair Councillor Bailey.
Matters Arising –
1. Police – details on village policing priorities submitted. Community Speed Watch positive conversation held with regular driver and stats produced by co-ordinator noting increase in speed. New 30mph signs to be ordered.
2. Neighbourhood Plan – NKDC carrying out final scrutiny prior to official approval and publication.
3. Highway & footpath matters (a) Concern expressed at the unsatisfactory and hazardous condition of footpath affronting property on Moor Lane following extensive building extension work. LCC (Councillor Wright) to be contacted to report concerns and urged to carry out urgent reparation work. (b) Street light not working on Chapel Lane to be reported.
4.Tree works (NKDC) – link footpath with Moor Lane and Flaxwell Way ongoing.
5. Community Building – Defibrillator to be fitted (at no charge) on Tuesday 10th January on outside wall near the disabled entrance door. To be reported on PC web site and Village news site. Outside entrance door light required attention.
6. Play area extension – confirmation of order to supply two items of equipment – Swing with Mum toddler Seat installed £4,852 – One steel cableway (zip wire) installed £6,986 plus installation grass matt surfacing and onsite delivery charges. Total cost £17484.00. Deposit cheque of £5245.20 issued. The Sunday Night Bingo Club had confirmed donation to cover cost of new swing unit (£4,852). Deposit payment made to supplier. Grants of up to £100,000 for Community Facilities FCC Community Foundation to be looked into by Councillor Chambers.
7. Community Green boundary hedge – chase given to contractor to carry out autumn cut.
8. New gate installation – site meeting had been held with LJFC reference using Community Green for onsite parking – drawing of proposed new and widened entrance gate area to be forwarded to supplier for requote. Draft email to LJFC reference terms/usage of area to be confirmed.
9. Concrete garage structure – Asbestos report to hand showing minimal issue of identifying presence in wall sealant. As a precaution LJFC to move any equipment stored in the building to the container unit or garage on the playing field site. All other buildings on the site asbestos free.
10. Play Park Annual Safety Inspection had been carried out by Wicksteed Leisure Ltd. – this initially to be passed to Parish Operative for checking with view to carrying out general maintenance issues on site.
11. War Memorial cleaning and entrance slope ongoing –
12. Burial Ground – hedge trimming chased with contractor.
13. Queen’s Jubilee – order given to supply one Broad Leave Lime Tree – Tilia Platyphyllos sent to supplier for collection in December – chase enquiry sent.
14. Village Hall – Villager of the Year Notice Board update ongoing, repairs to clock ongoing. Funding support to be given from Community Benefit Fund.
15.Correspondence received to date – a)Confirmation of Code of Conduct Forms – completed by members and forward transmission to NKDC. b) NKDC Charity Quiz Night Brains of Kesteven 10th March 2023 noted. c) River Slea Flood Resilience Project newsletter – distributed to members. d)Grants of up to £100,000 for Community Facilities FCC Community Foundation – to be looked into/completed by Councillor Chambers.
16. Planning Matters received to date – 1. Erection of single storey side extension to replace garage and carport and erection of double garage along with internal and external alterations – The Rectory 3 Moor Lane Leasingham Planning Ref. 22/1749/HOUS – members recorded no comments or objections to the application.
17.Accounts Report having been previously circulated were approved by those present and attached to the Minutes.
18. Setting of Parish Precept for the year 01.04.23 to 31.03.24 – budget report presented by Clerk together with Precept Calculator document forwarded to members (and attached to Minutes) it was resolved to Precept to North Kesteven District Council for the sum of £30,000 (thirty thousand pounds).
19. Items to be considered at next PC meeting – provision and siting of seat in the village for pedestrian resting place.
20. Next scheduled monthly meeting of the Parish Council would take place on Monday 13th February 2023.
