Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 13th March 2023 held at 7pm in the Community Building at the Playing Field.

Present: Councillors Bailey, Franklin, Milligan and Adams, LCC Wright and the Clerk

Apologies received and accepted from: Councillors Arnold, Hibberd, Quinn

and Chambers.

Declarations of interest: none declared.

Open Forum: there were no items raised in Open Forum.

The Minutes of the previous meeting held on 13th February 2023 having been previously circulated were approved by those present and signed by the Vice Chair Councillor Bailey.

Matters Arising from the Minutes:-

1. Police and Community Speed Watch – Lincs Police Newsletter & Survey noted. Speed Watch 30mph signs to be ordered.

2. Neighbourhood Plan – Progress Reports 71 and 72 received. Finalising the Plan ready for publication and referendum was proofing very difficult.

3. Highway & footpath matters – reports of issues chased with LCC – these ongoing.

4. Tree works – ongoing with NKDC maintenance tree department.

5. Play area, playing field and Community Green update –

a)Playpark development extension first two items of equipment (zip wire and children’s swing unit) ordered. 

b)New entrance gate and fencing to Community Green – following site meeting order confirmed, deposit paid and to be fitted in school Easter holidays

c)Community Facilities FCC Community Foundation application for funding completed – thanks were noted to Councillor Callum for starting the process and many thanks also recorded to Councillor Milligan for very valued assistance in completing the process with the Clerk. The application had been acknowledged and it would be June when decision made by FCC.  

 

6. War Memorial entrance slope ongoing.

7. Queen’s Jubilee & King’s Coronation Trees – with approval from NKDC Tree Officer two Evergreen Oak trees had been planted – plaques commemorating the planting to be arranged following the Coronation.

8. Villager of the Year Notice board - being updated by Councillor Milligan.

9. Public Seating – it was resolved to purchase a seat to be sited on the St. Andrew’s Crescent open green space. Siting requirements and regulations noted from NKDC who were responsible for the land. Order to be made for a Lowther Seat from Glasdon Group Ltd. Following siting dedication plaque to be fitted.

10. District & Town, Parish Council Elections Thursday 4th May 2023 – Clerk had attended briefing meeting and distributed Nomination Packs to all members. Election Posters to be put up by 15th March – spare nomination pack to hand.

11.Correspondence received to date –

Community Celebration based at the Duke of Wellington for King’s Coronation -

a) details to hand for proposed events and request for support funding noted in Accounts Report.

b)St. Andrew’s C of E Primary School – details proposed School celebrations for King Charles Coronation noted – support requested for purchase of a book mark marking the Coronation details in Accounts Report.   

c) Keep Britain Tidy Clean up 2023 poster and details noted.

d) Citizen’s Advice Mid Lincolnshire funding request noted for consideration annual donation April Accounts Report.

e)Village Hall Clock Repairs – request for funding noted in Accounts Report.

 

12. Planning Matters – non recorded to date.

13.Accounts Report previously circulated – it was proposed seconded and agreed that the Accounts Report attached to Minutes be accepted and approval given for payments.

15. Date of next meeting fixed for Monday 17th April 2023 (NB usual second Monday a Bank Holiday for Easter).
