Minutes of Zoom meeting of Leasingham & Roxholm Parish Council held at 7pm on Monday 9thNovember 2020.

 

Present: Councillor Arnold, Bailey, Pearson, Milligan, Mc.Cormack, Hibberd and Adams, District Councillor Waring and the Clerk.

 

  1. Apologies: were received and accepted from Councillor Guy

 

  1. Declarations of interest: none declared.

 

  1. Co-option – new Councillor – Application and details of applicant Callum Chambers previously circulated to members noted. It was proposed seconded and agreed by all that Callum Chambers be co-opted onto the PC.  All statutory forms – Acceptance of Office, Declaration of Interest be forwarded to Callum for completion to enable his participation as a new Councillor at the December meeting.

 

  1. Open Forum items were raised in Open Forum.

 

  1. The Minutes of the previous meeting held on Monday 12th October 2020 having been previously circulated were approved by those present and signed by the Chairman.

 

  1. Matters Arising from the Minutes – 
    1. Police matters – none recorded.
    2. Community Speed Watch was on hold due to latest Covid 19 restrictions.
    3. HGV’s travelling through village – LCC Davies response to enquiry to explore the possibility of establishing a ban on HGV’s except as an emergency diversion route – “HGV bans are not hugely effective. They rely on police enforcement, for which there are scan resources.  To request an HGV van (via a Traffic regulation Order) email cschighways@lincolnshire.gov.uk or call 015222 782070, providing as much information as possible about the problem.  A log of vehicles and photos would be extremely helpful.  There is a significant backlog in applications so it may take some time for your application to be explored, additionally, if objections are received it may have to go to the planning committee and therefore is in no way guarantee to be granted.”  PC members noted guidance information, the proposed highways works at the Holdingham roundabout February 2021, Covid 19 restrictions and resolved to postpone decision on further action reference HGV ban work until Spring 2021.
    4. Leasingham Neighbourhood Plan committee – Progress Report No.45 noted along with LNPC response to Planning White Paper for the Future.
    5. Community Building – BBPRS request to keep all equipment in place in hall confirmed as in order for present time Covid 19 restrictions. Noted new hirer application for BBPRS contract matter to be dealt with in closed session.         

i.LJFC Covid 19 risk assessment for use of disabled toilet having been previously circulated was approved.

ii.All Covid 19 matters relating to CB to be reviewed on a monthly basis.

  1. Playing Field Area/play area – confirmed new Covid 19 restrictions to 3.12.20 permitted use of both areas.  No organised football games allowed. Bark pit back boarding required attention – Councillor Milligan to check.  Top up of bark to be made in the spring.
  2. Highway Matters – A17/A153 Rugby Club junction improvement works completed.  Resurfacing of area of Moor Lane footpath scheduled to be carried out in current financial year. Overhanging hedging/tree branches The Hall – LCC contacting owner to cut back. 
  3. A15 Highway matters – LCC consulting on the proposal to impose a 50 mph speed limit along the A15 from the Holdingham Roundabout passed the Lincoln Road entrance to the village – members confirmed approval to the proposal.    

 

  1. New Correspondence received to date and previously circulated – 
    1. NKDC & LCC updates/guidelines on CV issues.
    2. LALC forwarding CV Government guidelines on CV issues.
    3. Covid 19 regulations effective for a month Thursday 5th November 2020.
    4. Verge maintenance report carried out Sunday 18th October 2020.
    5. Remembrance Sunday 8th November – following Government guidelines Chairman had laid wreath alone at 9.30am.  

 

  1. Planning matters – none received to date.

 

  1. Accounts passed for payment as the report previously circulated and attached to Minutes.

 

  1. Annual audited accounts – notification received from PKF Littlejohn LLP on completion of the limited assurance review for the year ended 31st March 2020. Notice of Conclusion of Audit along with AGAR (Sections 1, 2 & 3) to be published on web site before 30th November 2020.

 

  1. Community Benefit Fund – application received from Duke of Wellington for donation of £300 to assist with provision Christmas tree and two display items to be erected in the pub garden for the 1stDecember launch of the village advent calendar event.  Application approved – application form to be issued to confirm details.
