Minutes of Zoom meeting of Leasingham & Roxholm Parish Council held on Monday 8th June 2020 at 7pm.

 

Present:  Councillors Arnold, Bailey, Pearson, Milligan, Adams, District Councillor Susan Waring four members of the public and the Clerk.

 

Item 1  Apologies for absence were received and accepted from Councillors Guy, Draper and Hibberd.

 

Item 2  Declarations of Interest: none declared.

 

Item 3  Open Forum:  Member of the public raised concerns reference Planning Application land off Spring Lane – to be noted in PC planning section advised to record direct to NKDC Planning.

 

Item 4  Approval of Minutes – the Minutes of the last meeting of 11th May 2020 held by Zoom having been previously circulated were approved by those present for signature by the Chairman.

 

Item 5  Matters Arising – 

  1. Neighbourhood Plan – on hold due to CV.
  2. Community Building – Water heater repair contract to be dealt with in closed session. 
  3. Busy Bees Pre School – issues raised - possible re-opening compliance with CV regulations – provision for permanent shade over tarmac area between the building and the hedge – to be looked into with CB supplier. Visitor and cleaning log for the building due to Covid-19 health & safety regulations - to be supplied for kitchen notice board. Prevention of legionnaires disease – measures to be taken – follow guidelines on regular running of taps and flushing of toilets – with log taken of actions.The CB remains closed and general re-opening of building issues to be CV compliant to be put in place at the time. Supply of CV notices/stickers available for use when required.

 

Item 6  Playing Field area continues to be cut and wider used by community as open space for meeting in CV – increased litter collections made – new bin to be supplied.  Children’s play area and green community space continues to be closed.

 

Item 7  Highway matters – 

 

  1. A17/A153 Sleaford Rugby Club junction to be completed Autumn – Holdingham Roundabout moved to February 2021. Notices “Not suitable for HGV traffic” had been placed on all entrances A15 and Moor Lane junctions – request for forewarning signs to be erected prior to junction turnings made. Contractor Eurovia Contracting North Eurovia Infrastructure Ltd Customer Relationship Co-ordinator had made contact.  
  2. Uneven footpath surface in The Green patch repair carried out.    
  3. Report ongoing potential hazard overhanging dead branches Sustrans cycle/footpath reported to LCC still outstanding. 
  4. Road closure as and when necessary B1209 Moor Lane (Washdyke Lane to A153) 15.6.20 to l8.6.20 for surface dressing.                                         
  5. Lincs CC Highways received funding from the Community Maintenance Fund for delivery of small value priority works across Lincolnshire. PC to provide list of priorities for works to be carried out. Preliminary list made and further walk round to be made to complete requirements.  

 

Item 8  New Correspondence received to date including

  1. NKDC, LCC and LALC updates/guidelines on CV issues.
  2. Marie Curie Lincolnshire Support pandemic – noted.
  3. Lincolnshire Police – “Are YOU Safe?” notice to be put in notice board

 

Item 9  Planning Applications received to date – 

  1. Proposed erection of nine dwellings comprising 7 detached custom-build homes, one pair semi-detached dwellings for affordable home ownership, ancillary garaging and associated vehicular access & circulation (resubmission of planning ref. 19/0611/FUL) land off Spring Lane NG34 8JZ Planning reference 20/0577/FUL – New application details of Environmental Great Crested Newt and Flooding Report noted. Previous PC objection submission document noted. Members recorded their continued objections to application and in particular the highway safety issues as a result of proposed development on Spring Lane and the proposed temporary construction traffic access off the A15 plus concerns on continued flooding issues to the school and Spring Lane.  Report to be sent to NKDC. Noted resident’s concerns on highway safety issues.                                                                                               
  2. Town & Country Planning Regulations 1992 - application for planning permission for development by the County Council LCC Ref.PL/0055/20 development to replace existing timber single glazed windows & doors to specific areas with new aluminium double glazed units as part of condition  improvement programme at St. Andrews CE Primary School Lincoln Road Leasingham.

 

Item 10  Accounts report previously issued and attached to Minutes – It was proposed seconded and agreed that accounts be approved for payment.  

   

Item 11  Items for information only and date of next meeting which would be a Zoom meeting to be held Monday 13th July 2020 at 7pm.

 

Item 12  Update on Leasingham & Roxholm Community Support Group – continued with original number of volunteers supporting up to forty residents with shopping, phone call contact etc. Community events for children had been successful with making of clay poppies VE day project and the Village Scarecrow competition.

 

Item 13  Closed Session – due to confidential matter PC moved into closed session.
