Minutes of Zoom Meeting of Leasingham & Roxhom Parish Council held on Monday 12th October 2020 at 7pm.

 

Present:  Councillors Arnold, Bailey, Pearson, Hibberd and Adams, member of the public and the Clerk.

 

  1. Apologies: were received and accepted from Councillors Guy, Milligan and Mc.Cormack.

 

  1. Declarations of interest: none recorded.

 

  1. Parish Council vacancy: noted that statutory PC vacancy notice expired on 13th October which would enable position to be filled by co-option – expressions of interest to be requested in time for consideration at next meeting.  

 

  1. Open Forum:  Member of public outlined concerns reference HG’VS travelling through the village and consequent road safety issues. Request made for these vehicles to be banned apart from when an emergency diversion route purpose.

 

  1. The Minutes of the previous Zoom meeting held on Monday 14th September 2020 having been previously circulated were approved by those present and signed by the Chairman.

 

  1. Matters arising from the Minutes –

 

  1. Police Matters – new Neighbourhood Policing Team Newsletter received. Noted that Police speeding check had been carried out during past month.  It was noted that LCC were proposing a 50 mph speed limit from the Holdingham roundabout along the A15 to the Lincoln Road entrance to the village.   
  2. Community Speed Watch – additional luminous 30mph signs ordered.
  3. HG’Vs travelling through village - report previously circulated. It was resolved to contact LCC Highways designated highways Councillor and local LCC representative Councillor expressing concerns with request for confirmation of criteria and procedure for proposing a ban on HGV’s apart from an emergency diversion route.
  4. Leasingham Neighbourhood Plan committee – Report No.45 noted.   
  5. Community Building – It was resolved that the due to Covid 19 regulations hire of the CB would be restricted for the present time to hiring to Busy Bees Pre School.  Risk assessment awaited from Leasingham Junior Football Club for final approval on the use of the disabled toilet only on match days. Entrance to the whole building restricted for checking purposes to the Clerk. Record to be kept of all entrances for Covid purposes. Government tracing app notice fixed to both entrance doors. BBPRS carrying out recording entrances connected with pre-school.  Request to leave equipment in situ granted for present time.  All aspects of Covid 19 regulations to be reviewed on a monthly basis and earlier if required.
  6. Playing Field area – broken manhole cover on grassed area approach to play area repaired.  LJFC requested to rope this area and back of tarmac strip to restrict parking during the winter and damage to the grassed areas.  The Community Green open space now being used by the Rainbows and recently the Brownies as well as LJFC – all Covid 19 regulated no use of the CB or toilets permitted. Children’s play area – Grounds Maintenance contractor requested to cut back boundary hedge from entrance gate to end of play area.
  7. Highway matters – LCC Highways improvements scheme A17/A153 Rugby Club junction completed with filter lanes and traffic lights. Chased LCC Highways ref. resurfacing Moor Lane footpath reported accident waiting to happen, overhanging dead tree branches Sustrans footpath. Overnight closure notice Moor Lane level crossing noted.  Drainage survey on Bishops Road area due to take place.
  8. Villager of the Year – it resolved that due to Covid 19 this year’s competition would be postponed until 2021 – notices to be placed around the village.

 

     7.         New Correspondence received to date –

  1. NKDC & LCC updates/guidelines on CV issues forwarded to members.
  2. LALC forwarding Government guidelines/regulations.
  3. Covid 19 – QR Poster on CB outer doors.
  4. Leasingham Covid 19 Support Group Report forwarded from Councillor Pearson.  It was resolved to do an updated flyer for the village. Concern noted on the reluctance by some residents to venture out – importance of keeping in touch on an informal basis.
  5. Local Government Boundary Commission Report – copy attached to September Minutes.
  6. Verge Maintenance to be carried out on Sunday 18th October – risk assessment to be completed by organiser – insurance company cover as PC volunteers.
  7. NKDC – Application tree works TL Ash 5m Highways clearance, T2 Chestnut – 5m highways clearance 13 Chapel Lane Leasingham – no comments or objections recorded.
  8. Online Arthritis Support Group newsletter noted.

 

  1. Planning matters – 

Application proposed erection Agricultural building (re-submission 19/1265/FUL) land adjacent West Lodge erection of agricultural storage building on agricultural land – land adjacent to West Lodge Westfield Road Leasingham Planning Ref 19/1265/FUL – no comments or objections recorded.

Land off Moor Lane – agent for developers requested dates of next three          PC meetings.

Community Infrastructure payment for first half of year end 2020/21 collected from developments (local councils with an adopted Neighbourhood plan receive 25%). Leasingham to receive 15% of £2348.15 = £352.22.  PC have five years to spend the grant – failure to spend monies are returned to NK.  Annual report on expenditure or not to be submitted by 31st December 2020. This information to be included in Accounts Report.     

 

  1. Accounts passed for payment as per the accounts report previously distributed and attached to Minutes.

 

  1. Remembrance Sunday arrangements 8th November 2020 – there would be no official Remembrance Parade. Chairman to lay PC wreath prior to 10am service.  Donation of £25.00 to be sent to Royal British Legion.
