Minutes of Zoom meeting of Leasingham & Roxholm Parish Council held on Monday 14th September 2020 at 7pm
Present: Councillor Arnold, Bailey, Pearson, Mc.Cormack and Milligan, District Councillor Susan Waring and the Clerk.
Item 1 Apologies: were received and accepted from Councillors Adams, Hibberd and Draper.
Item 2 Declarations of interest: none declared
Item 3 Parish Council vacancy – letter of resignation received and accepted from Councillor Draper. Notice of vacancy to be issued by NKDC. If there is no call for an election (ten members of Parish required). PC issue co-option notice inviting candidates expresssion of interest.
Item 4 Open Forum: there were no items raised in the public forum.
Item 5 Approval of Minutes of the PC meeting of 13th July 2020 having been previously circulated were approved by those present and signed by the Chairman.
Item 6 Matters arising from the Minutes:-
- Police matters – none noted. Community Speed Watch – update positive report received. It was noted that to assist with combating speeding in the Moor Lane extra high viz yellow 30mph signs would be useful. A further four to be ordered from Lincs Road Safety Partnership.
- LNP – report of meeting with owner of The Hall noted along with Monthly Report No.43.
- Community Building – having been previously circulated it was proposed seconded and agreed the PC Covid 19 Risk Assessment and Policy be formally adopted. Disabled toilet remained closed pending receipt of hirers Covid 19 Risk assessment and commitment to clean after use. BBPRS had signed new contract for coming academic year from 1st September 2020/21. They had forwarded Covid 19 Risk Assessment and cleaning regime which was in order. Two enquirers had been written to stating availability and conditions for hire.
- Playing field area – community green open space update on use – Leasingham Junior Football Club had regular booking and also Leasingham Rainbows. Children’s play area reopened with Covid 19 notices in place and had been well used during August as had the playing field. Application had been received for Sleaford Junior Football Club to use the pitch. Covid 19 measures confirmed by applicant and one off approval given. A new Play Area Weekly Safety Inspection Rota to be drawn up Councillors McCormack & Pearson to be added.
- Highway Matters – 1. LCC Highways Improvement Scheme for the A17/A153 Rugby Club Junction update noted. 2. LCC Highways had contacted owner of potentially dangerous overhanging tree in the event of noncompliance with request LCC remove tree at the owner’s expense. 3. LCC Community maintenance work scheme update report requested. 4. Chased LCC re Moor Lane footpath – due to survey in coming week. 5. Reports of over grown hedge obstructing vision on bend Sleaford Road/Moor Lane noted to be reported to LCC Highways. Report of other highway vision queries to be checked prior to reporting. 6. Camera Survey of drainage problems in Bishops Road to take place. 7. The footpath alongside The Manor to be cleared/swept.
Item 7 New Correspondence received to date –
- NKDC & LCC updates/guidelines on CV issues forwarded to members
- LALC forwarding CV Government guidelines/regulations
- Local Government Boundary Commission Review – proposal document having been previously circulated Chairman closed the meeting to enable District Councillor Susan Waring to speak – it was noted that proposal was to form a new electoral area of Leasingham, Rauceby, Culverthorpe, Kelby& Wilsford together with Cranwell, Brauncewell and Byards Leap as a two Councillor Ward with a proposed name of Cranwell, Leasingham and Wilsford which acknowledges the three largest settlements and geographical spread of the Ward. Members resolved to oppose the LGBC’s proposals confirming that Leasingham should remain as a single Councillor Ward with Rauceby. Cranwell to stand alone as a single Councillor Ward. The Clerk and Councillor Waring to draft a report for approval by members and onward submission to LGBC.
- Beeswax Dyson – Parish Newsletter Issue 1 August 2020
- Memorial application – approval confirmed for black granite 2’3” x 1’9” x 3” ogee top headstone with 2’xl’x3” base with two container holes for flowers. A pair of praying hands will sit to the top left inscription – In Loving Memory of Simon W R Sweeney 31.7.1940 – 4.9.2018 A Dearly loved Husband, Father and Papa so loved, so missed. Inscription painted silver.
- NKDC Service Level Agreement Parish Funding Litter Picker Grant – Support grant application to be submitted to NKDC for partial funding of Litter Picker’s wages for coming year.
Item 8 Planning Matters –
- Approval/Application Proposed erection of nine dwellings comprising 7 detached custom build homes, 1 pair semi detached dwellings for affordable ownership ancillary garaging etc. (resubmission of planning ref.19/0611/FUL land off Spring Lane NG34 8JZ) permission had been granted – formal publication held until completion of legal documents reference affordable housing. Approval Notice issued – erection single storey side extension Broadacres Moor Lane Plan Ref.20/0695/House.
- Application – proposed erection of agricultural building (re-submission 19/1265/FUL) land adjacent to West Lodge Westfield Road Leasingham NG34 8LZ Planning Reference 20/1119/FUL. As the application had only recently been received members advised to study Design & Access statement in Planning on line prior to making comments.
Item 9 Accounts Report previously issued and attached to Minutes – it was proposed seconded and agreed that report be accepted and accounts passed for payment.
Item 10 Annual Governance & Accountability Return AGAR 2019/20 Intermediate return – confirmation of receipt by Auditors noted.
Item 11 Items for information only – none noted. Date of next meeting to be on Monday 12th October 2020 at 7pm via Zoom.
Item 12 Due to confidential matters to it was proposed seconded and agreed that the Parish Council to go into closed session.
