Minutes 2020

Minutes of Zoom meeting of Leasingham & Roxholm Parish Council held on Monday 14th December 2020 at 7pm.

Present: Councillors Arnold, Bailey, Pearson, Milligan & Mc.Cormack, Distrct Councillor Susan Waring and the Clerk.

1. Apologies were received and accepted from Councillors Guy, Hibberd and Adams.
2. Declarations of interest – none declared.
3. New Parish Councillor Callum Chambers – confirmation of Acceptance of Office and declaration of interest document completed.  Councillor Chambers was welcomed by the Chairman and members made introductions.
4. Open Forum – there were no items raised.
5. The Minutes of the previous meeting held on Monday 9th N ovember 2020 having been previously circulated were approved by thos present and signed by the Chairman.
6. Matters arising from the Minutes –
   1. Police Matters – noted receipt news update of new PSCO Nic Woolerton  staffing levels and current support patrols etc.
   2. Community Speed Watch had restarted but would now be having a Christmas break. Four additional luminous 30 mph signs had been received. HGV’s travelling through village – details requested from LCC Highways on procedure etc. To be diaryed for possible further action on completion of Holdingham roundabout works in the Spring.
   3. Leasingham Neighbourhood Plan – noted being checked with NKDC prior to consultation with wider public
   4. Community Building – Onsite being had been held with new hirer contract arrangements BBPRS commencing 4th January 2020 proceeding details to be confirmed in closed session. Noted Leasingham JFC permission granted for use of disabled toilet - to date not used facility.  All Covid 19 regulations in place and no amendments made.
   5. Playing Field area/play area – permitted use confirmed for present. Weekly safety inspection checks made.
   6. Highways matters – noted dead tree still in place on Sustrans footpath – LCC had confirmed action had been taken reference removal by owner. Noted a number of deep potholes from Chapel Lane corner/Lincoln Road to A15 turning junction to be reported to LCC for action.
7. New Correspondence received to date and previously circulated –
   1. NKDC & LCC guidance on CV issues
   2. LALC updates current legislation/guidance on Government CV issues etc.
   3. Covid 19 regulations effective Thursday 3rd December 2020 – Lincolnshire in to tier 3.
   4. Grant application St. Andrew’s CofE School purchase of Christmas Tree & decorations £150.00 – proposed seconded and agreed.
   5. Burial ground applications were approved for erection of memorial to Charlotte Emily Burgess and Gregory Burgess and application to remove memorial carry out work GMF Sandys-Winch and PM Sandys-Winch and re-install.
8. Planning Matters – notifications received to date including –
9. Approval Notice – Proposed erection of 9no.dwellings comprising 7no. detached custom-build homes, 1pair no.semi detached dwellings for affordable home ownership, ancillary garaging and associated vehicular access & circulation (resubmission of planning ref.19/0611/FUL 20/0577/FUL.
10. Applications – Parish Council recorded no objections or comments to applications 
    1. Conversion of existing outbuilding to Sports Massage Therapy office/treatment clinic, Sunnyside Cottage 22 The Square Leasingham PlanRef.20/1419/FUL.  
    2. Erection of garage/store Grey Gables Lincoln Road Leasingham Plan Ref. 20/1541HOUS. 
    3. Prior Approval Change of use of agricultural buildings 1. No. dwelling house (use class C3) & associated building operations Old Hall Farm Roxholm Planning Ref.20/1547/PNND.  
    4. Prior approval Change of Use of agricultural buildings to a flexible use with Shops (Class A1) Financial & Professional services (Class A2), Restaurants and cafes (Class A3)  Business (Class B1), Storage or Distribution (Class B8), Hotels (Class C1) or assembly and Leisure (Class D2), Chapel Farm yard Roxholme Road Planning Ref 20/1547/PNND. 
    5. Proposed 2 new boiler rooms each housing 1 Biomass Boiler. 1 LPG back up boiler, 2 flues 2 free standing wood pellet storage silos with associated equipment Hall Farm Broiler Chicken Farm Leasingham NG34 8WA Planning Ref 20/1539/FUL.
11. Accounts passed for payment as per the report previously circulated and attached to minutes.
12. Items for information only – Zoom reception had fluctuated during meeting. Date of next meeting confirmed Monday 10th January 2021 at 7pm via Zoom.
