Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 6th December 2021 at 7pm in the Community Building at the playing field.

Present:  Councillors Arnold, Adams, Hibberd, Edore and Pearson, District Councillor Waring, one member of the public and the Clerk.

Apologies: were received and accepted from Councillors Milligan, Chambers and Bailey.

Declarations of Interest – none declared.

Parish Council vacancy – Notice had been published with expression of interest requested for 1st December of which none had been received.  Notice to be reissued in the New Year with no end date for applications.

Open Forum – there were no items raised.

Minutes of the last Parish Council meeting held on 8th November 2021 having been previously circulated were approved by those present and signed by the Chairman.

 

Matters arising –

1. Police and Community Speed Watch – nothing specific to report.

2. Neighbourhood Plan Report No.58 previously circulated noted.

3. Highway and Footpath Sub Committee – detailed reports to hand and to be forwarded to LCC highways for action.  Holdingham roundabout due to be officially opened on schedule 8th December 2021.   

4. Community Building – the roof cleaning and water proofing had been completed.

5. Play area, playing field and Community Green – play area annual inspection report noted for action in the Spring.  No issues raised for playing field and community green.  It was noted that Leasingham Junior Football club groundsman carried out excellent work on maintaining the pitch areas.  The entrance barrier continued to cause problems with part of the lock missing and difficulty in operating the heavy barrier.

6. Burial Ground – annual inspection had been carried out number of memorials required attention/refixing.      

Application for memorial approved – In loving memory of Gwendolyn Dorothy Orton a dear Wife, Mother, Grandmother and Great Grandmother who passed away 30th December 2019 aged 92 years plus vase – inseparable in life now together forever.  

7. Annual Act of Remembrance Sunday 14th November – Chairman attended and laid PC wreath, large number of attendees all on pathway and grassed area with no highway issues.

8. Village Newsletter – circular letter received from the Editor confirming that the Church had decided to discontinue with the publication which had not been issued since February 2020 (Covid 19).  This village facility was noted with regret by members and thoughts to be given to possible production of alternative.

9. Villager of the Year 2022 – arrangements to be looked at to reinstatement of the award for next year

10. Queen’s Platinum Anniversary 2022 – it was resolved that a tree be purchased with resident organising to be planted on Community Green behind the Church together with plaque recording the event.   It was noted that the Parish Council have in the past supported the school in issuing a commemorative item for each of the pupils.

11. NKDC & HM Government guidelines/updates - Covid 19 noted.

12.Correspondence received to date –

a)NKDC Register of Electors 2021/22 notification received – members to elect to received digitally or paperwork.

b)Lincolnshire Community Diagnostic Centres Phase One - survey noted.

c)RAF Cranwell Engagement Event – the Chairman to attend18th January 2022 6.00pm in the Brunei Community Centre.

d)NHS Lincolnshire Public Consultation – Raising Awareness and Encouraging involvement noted. 

e)Transport Services Group – Christmas bus operating hours – Lincs bus information.

f)Sports Holiday Club - proposal information noted.

13. Planning Matters received to date – Applications members recorded no comments or objections to the applications – Refurbishment of Leasingham Hall to provide seven number residential apartments with associated landscaping, access improvements and parking provision (amendment to planning permission ref. 201784FUL and listed building consent ref. 20/1785/LBC to include conversion and refurbishment of former Coach House to provide one number additional dwelling.

13.  Accounts passed for payment – it was proposed seconded and agreed that the accounts as previously circulated were approved for payment.

14. Accounts report attached to Minutes noted and approved.

15. Grant support Applications - received from a) Leasingham Community Benefit Society/Duke of Wellington in the sum of £500 for assistance in costs for improving outside electric wiring to enable more community functions to be held.  b) St. Andrew’s School - £100 for outdoor community school Christmas Tree.

16. Deepdale Solar Farm Community Benefits 2021 report - attached to Minutes.

17. Items for information only – none recorded - the date of the next Parish Council Meeting was fixed for Monday January 10th at 7pm in the Community Building

18. Closed Session – due to confidential matters the PC moved to closed session.
