Minutes of Zoom Meeting of Leasingham & Roxholm Parish Council held on Monday 11th January 2021

 

Present:  Councillors Arnold, Bailey, Milligan, Mc.Cormack, Hibberd, Chambers and Adams, District Councillor Susan Waring, one member of the public and the Clerk.

 

  1.  Apologies: were received and accepted from Councillor Guy and Pearson.

 

  1. Declarations of interest: none declared.

 

  1. Open Forum – member of the public raised issues (previously notified)
  1. Is there a provisional timeline for implementing A15 speed limit reduction – LCC confirmed scheme advertised to 4th February if there are no objections could be implemented by the summer.
  2. Increase in dog litter noted – an extra standard waste bin to be put in place on grassed area on bend in Bishops Road. NB dog litter waste can be placed in ordinary bin. Reporting litter procedure explained – reminder article to be put on Facebook.
  3. Community Speed Watch – confirmed all offenders are written to by the Police.

 

  1. Approval of Minutes of last meeting held on 14.12.20 having been previously circulated were approved by those present and signed by the Chairman.

 

5.Matters arising from the Minutes –

 

  1. (a)  Police Matters - Neighbourhood Policing Team Newsletter circulated.

 

(b)  Community Speed Watch – not permitted to run due to Covid 19 lock down.  Procedure for reporting in place with Police series of warning notices to repeat offenders.

 

(c) Leasingham Neighbourhood Plan (LNP) was completed and would be going out to consultation.  Request to be made for hard copies for PC records.

 

(d) Community Building – the new hirer Busy Bees Early Years and Nature Centre had opened with reduced hours due to Pandemic. Reported faults to be looked into – outside drainage in front of building, carparking light not working.

 

(e) Playing field area/children’s play area/Community Green open space/old bowls club building and sheds. 

Covid 19 up date – no football permitted area open for leisure/walking.

Children’s play area – open – weekly safety inspections carried out – no problems highlighted – Councillor Adams continuing with checks. 

Community green open space – no outdoor meetings/football practise.

Old bowls club building and sheds – survey to be carried out quotations to be sought to clear the area.

 

Highway Matters – A15 statutory notices issued for 50 mph speed limit. A17/A153 Holdingham Roundabout improvement scheme due to commence 15th February 2021 to December 2021.

 

(f)  Web site – LCC old site now closed down – Leasingham in process of being converted to new system (noted high degree of technical difficulties by many Parish Councils) – Councillor Mc.Cormack to forward site link.

 

  1. New Correspondence received to date and previously circulated – 
  1. NKDC, LCC and Government Covid 19 guidelines.
  2. LALC (Lincolnshire Association of Local Councils) updates current legislation/guidance both local and national issues.
  3. Leasingham Covid 19 support group initiative continued to be running possibly would expect to increase in new lock down.
  4. Dog fouling report Bishops Road area noted in Open Forum – new standard bin to be fitted on grassed area adjoining highway and article to be placed on Facebook.     
  5. Resident’s queries – vacancy on PC had been filled by co-option in December 2020 with Councillor Callum joining the PC and details of Zoom meeting attendance issued. Highway Speed limit time scale confirmation recorded in Open Forum as was dog litter problem.
  6. Valuation office enquiry reference old bowling green pavilion.
  7. NKDC update reference procedure – Parish Guide to filling vacancies – Register of Interest (RofI) forms. Have noted to update RofI forms in May 2021.
  8. New updated Register of Electors available for distribution.
  9. LIVES – Saving lives in Lincolnshire newsletter/appeal for support.

  

  1. Planning matters – notifications received to date and previously circulated –
  1. Approval notice – Conversion of existing outbuilding to Sports Massage Therapy office/treatment clinic.
  2. Application Notices – 1. Erection of garage/Store Grey Gables Lincoln Road Leasingham Planning Ref.21/0011/LBC.  2. Erection of log cabin for use as a beauty salon (retrospective) 19 Moor Lane Leasingham Planning Ref. 20/1801/FUL.  Members recorded no objections or comments to the two applications.

 

  1. Accounts passed for payment as per the accounts previously circulated and attached to Minutes.

 

  1. Annual setting of Precept (Parish Budget) for year 01.04.21 to 31.03.22 – as per the budget report documents previously circulated and attached to Minutes. It was proposed, seconded and approved by all present that the Parish Precept for the year 31.03.21 to 01.04.22 be set at £25,000 (twentyfive thousand pounds).  Application to be made to NKDC for the set Precept £25,000.
