Minutes of meeting of Leasingham & Roxholm Parish Council held on Monday 8th November 2021 at 7pm in the Community Building
Present: Councillors Arnold, Bailey, Milligan, Adams, Edore & Hibberd, NDC Susan Waring, LCC Richard Wright, one member of the public and the Clerk.
Apologies: were received and accepted from Councillors Chambers and Pearson.
Declarations of Interest: none recorded
Parish Council Vacancy – Statutory Notice had been placed with no call for an election – the Parish Council could now proceed with Co-Option – notice to be placed with closing date of 1st December 2021.

Open Forum – no items raised.
Confirmation of Minutes of the meeting held in the Community Building on 11th October 2021 having been previously circulated it was proposed seconded and agreed that the Minutes be approved and signed by the Chairman.
Matters arising from the Minutes:-
1. Police & Community Speed Watch – Halloween guidance posters available.
2. Leasingham Neighbourhood Plan – Report No. 57 to hand.
3. Highway and footpath matters – 1. Footpath sub-committee arranged checking walk 21st November. 2. Noted resident had fallen on uneven footpath – details to be checked – area to be reported. 3. Moor Lane footpath bend littered with tree debris causing hazard to users to be cleared by NKDC.
4. Community Building and surrounds– maintenance work had been carried out – 1. Roof cleared of debris – contractor to return to treat rust patches and washdown exterior walls. 2. Electric wiring for carpark light had been disconnected from old pavilion on community green and re-routed to the Community Building. Outside lights working.
5. Grounds Maintenance cutting back of overgrown areas had been completed to Community Green leylandii boundary hedges, Spring Lane stream and banks plus back stream.
6. Play area – annual safety in section had been carried out and report noted for further remedial action. Draft consultation flyer drawn up reference future proposed refurbishment and extension plans.
7. Burial Ground – topple test report ongoing.
8. Annual Act of Remembrance Sunday 14th November – Notice published request re-routing of traffic journeys 10.45 to 11.15 am. Chairman to lay wreath on behalf of PC.
9. NKDC LCC and Government guidelines/updates reference Covid 19 noted.
10. New correspondence received and previously circulated –
a)Town & Parish Councils – The Queen’s Platinum Jubilee Beacons 2nd June 2022 details noted.
b)Dog Waste bin requested for Bishops Road to be sited on green patch – topsy type to be purchased.
c)LCC Transport Group bus service changes noted.
d)NKDC Community Infrastructure Levy Report (£352.22 received 21.10.20)- request noted – proportion of the cost of the playbark to be allocated off from the fund.
e)NKDC News Release – “its time to start separating your recycling”
f)LCC Local Transport Plan Consultation – noted.
g)Sunshine Gym –outdoor fitness equipment noted.
11. Planning Matters – Approval notice 1. Proposed two storey side extension and loft conversion 32 Chapel Lane Planning ref. 21/1191/HOUS. 2. Retain mobile classroom St. Andrews CE Primary School Application No.21/1377/CC Lincs County Council. Applications – 1. Proposed alterations to existing access to form road crossing onto the highway and new gate and fencing land adjacent to main A15 Lincoln Road Leasingham Planning Ref.21/1624/FUL – members resolved to record - PC noted the improvements to the surface access arrangements, however, serious concern was recorded at the increase in traffic joining a very busy and potentially dangerous exit area onto the A15 – strict highway safety precautions should be made a condition and applied to the application. 1 Proposed bungalow with attached garage land at 9 Chapel Lane Planning Ref. 21/1607/FUL members recorded no objections or comments to the application. 3. Demolition of an existing conservatory and the construction of a new ground floor extension with reconfiguration of the remaining ground floor spaces, 10 Wansbeck Road Planning Ref.21/1465/HOUS. Members recorded no objections or comments to the application. 4.Erection of log cabin for use as a beauty salon (retrospective) (resubmission of 20/180/FUL 19 Moor Lane Planning Ref.21/1506/FUL. Noted relocated – controlled onsite parking should be a condition together with reinstatement of footpath.
12.Village Hall representative report – Councillor Milligan had attended Trustees meeting on 1st November 2021 – the Hall was now re-opened and in a good position structurally, well maintained and financially having received Covid 19 support and a return to 80% of regular bookings.
13.Accounts Report – having been previously circulated it was proposed seconded and agreed that the accounts be paid as per the attached schedule.
