Minutes of Meeting of Leasingham & Roxholm Parish Council held in the Community Building at 7pm on Monday 11th October 2021.

 

Present: Councillors Arnold, Bailey, Milligan, Adams and Pearson, NKDC Waring and LCC Wright and the Clerk.

 

Apologies: received and accepted: Councillor Hibberd, Chambers and Edore.

 

Resignation: received from Councillor Wendy Mc.Cormack – NKDC notified and statutory notice of vacancy issued.

 

1. Declarations of Interest – none declared.

2. Open Forum – no items raised.

3. Confirmation of Minutes of the meeting held in the Community Building on 6th September 2021 having been previously circulated it was proposed seconded and agreed that the Minutes be approved and signed by the Chairman.

4. Matters arising from the minutes:-

 

a)Police & Community Speed Watch – Police road safety campaign newsletter “Belt up, Hang up, Ease up” in the form of air fresheners noted. CSP two replacement equipment bags purchased and received for volunteers.

b) Leasingham Neighbourhood Plan – village progress Report No.56 noted.

c)Highway and footpath matters – 1. Appointment of replacement Footpath sub-committee member – it was agreed that Councillor Hibberd would be the new footpath member.

d)Holdingham roundabout – updates noted. Moor Lane footpath repairs update noted from “Fix my Street” web site - concern noted that a disability user would have difficulty traversing the footpath. Pothole issue still ongoing on Lincoln Road. 3. LCC free bag of salt available to be ordered on web site.     

e)Community Building – Risk assessment to be drawn up for wider community use.  BB’s and LJFC working together on use of kitchen for match refreshments. Exterior of CB to be cleaned by supplier during school half term. Exterior carpark light work/re-routing from old pavilion to CB contracted to be carried out in October half term.

f)Play area, playing field & Community Green – 1. Weekly safety inspections - Councillor Bailey carrying out.  2. Annual safety inspection check due to take place on 18th October 2021. 3. Play area refurbishment and extension - two site meetings had taken place reference long term plans to refurbish and extend the area.  Outline plans and quotations received – it was resolved to proceed with carrying out local consultation with school and youth organisations reference “what the children would like” for their play area – Councillor Milligan to arrange. 4. Community Green – area had been cut – two site meetings held to obtain quotations for cutting back and clearing leylandii boundary hedge during the school half term.     

g)Burial Ground Annual inspection taken place prior to meeting recording –       1. Boundary hedges – well cut and in good order.

2. Entrance gate and pathways – satisfactory.

3. Memorials double checked following “wobble test” report to be drawn up on present condition and any necessary action/rectification work to be reported to deceased relative/last known contact.

4. Seat – in good order having been painted by Councillor Hibberd.

 

5. Correspondence received to dateNKDC new purple bin guide lines issued. Noted no litter/dog bin on green open space at the back of the Church – NKDC would put one in place under Open Space project.

6. Planning matters received to dateWithdrawal of application – Erection of a one and a half storey side extension and single storey rear extension 19 Moor Lane Planning reference 21/0977/HOUS. Application – noted LCC further period of 5 years to retain mobile classroom St. Andrew’s C of E Primary School.

7. Accounts Report passed for payment – the accounts report having been previously circulated it was proposed seconded and agreed the accounts be paid.

8. Items for information only – Annual Act of Remembrance Sunday 14th November - PC notice reference request to re-route traffic journeys 10.45 to 11.15 – the Chairman would attend and lay PC wreath.

9.Date of next meeting – Monday 8th November 2021 7pm in the Community Building. Noted that December meeting would be on the first Monday of month 6th December.
