Minutes of the Leasingham & Roxholm Parish Council held on Monday 12th July 2021 at 7pm in the Community Building at the Playing Field.

 

Present:  Councillors Arnold, Bailey, Milligan, Mc.Cormack, Edore, Hibberd Chambers and Pearson, NKDC Councillor Susan Waring, LCC Councillor Richard Wright and the Clerk.

  1.  Open Forum – no items raised

 

  1. Confirmation of the Minutes of the meeting held on the Community Green on 14th June 2021.  Having been previously circulated it was proposed seconded and agreed that the Minutes be accepted and were signed by the Chairman.

 

  1. Matters arising –

 

  1. Police and Community Speed Watch – Lincs police Community Update previously circulated noted.  Community Speed Watch update report to be placed on PC Facebook.

 

  1. Highway & Footpath matters – Update on Holdingham Roundabout workings noted. Lights on the Sustrans footpath not working to be reported LCC Highways. Noted vehicle parked on grass triangle top of Washdyke/Moor Lane – seek PC advice.  Potholes in Lincoln Road to be reported. Overgrown areas noted - footpath Heath Lane to Moor Lane, Roxholm Road, Gorse Lane. Chase to be done on LCC footpath work on Moor Lane – condition very hazardous.

 

  1. Community Building – It was resolved to make decision on re-opening the CB for wider use at the September meeting depending on Covid 19 position.      

 

  1. Play Area, playing field and Community Green – Annual Safety check booked for September for play area.  Suppliers contacted reference extending and refurbishing the area. Ongoing site meetings to be arranged with possible suppliers.  Request approved for boy’s football team from Sleaford to use ground on a temporary basis Tuesday evenings in July to liaise with LJFC.  Councillor Milligan to purchase new padlock and keys for entrance barrier.

 

  1. NHS Social Care & Frontline Workers Day flag raising ceremony had taken place on Monday 5th July with a number of residents present and the new Vicar Rev.Al Jenkins – photograph taken of flag for the file – suppliers made donation to NHS Charities for every flag purchased.

 

  1. NKDC & HM Government Guidelines/Updates Covid 19 noted.

 

  1. Leasingham & Roxholm Neighbourhood Plan Report No.53 to hand – public consultation underway for a period of six weeks ending on 9th August.

 

  1. Correspondence received to date –

 

  1. Central Lincolnshire Local Plan Consultation - noted – consultation and response date to be confirmed.
  2. Application proposed tree works subject to tree preservation Order Ref No.  21/1030/TPO noted with no objections or comments made. 23 Chapel Lane Leasingham NG34 8LB.

 

  1. Planning Matters – Withdrawal Notices – (a) Erection of a detached bungalow land adjacent to 20 Deepdale Drive Leasingham Planning Ref.21/0103/FUL (b) Replacement of existing window s Leasingham Hall Captains Hill Planning Ref.21/0359/LBC 20/1784/FUL                                                                                 Amended Plans/additional information – revised scheme reduced proposed units 7 to 6 Leasingham Hall Planning Ref.210/1785/LBC & 20/1784/FULL.  Notification of planning sub-committee meeting  ref.erection of single storey kitchen extension Pear Tree Cottage Moor Lane Planning Ref.21/0700/HOUS                                                                                                                                                                                                                                                                     

 

  1. Accounts passed for payment – it was proposed seconded and agreed that the accounts were passed for payment as per the accounts report previously circulated. It was further proposed seconded and agreed that Councillor Milligan be an authorised signatory for Parish Council Bank Account held at Lloyds Bank Sleaford.   

 

  1. Burial Charge Review – it was noted that last review took place in 20.01.17. proposed seconded and agreed that the burial charges be increased by the figure of 10% as per the attached document.

 

  1. Items for information only – noted that annual inspection of the Church yard and burial ground was due and this to take place prior to the next scheduled PC meeting on 6th September 2021 starting at the Church yard at 6.15 (church warden to be invited) followed by inspection of the burial ground on Roxholm Road.

 

  1.  Closed Session – due to confidential matter the PC moved into closed session.
