Minutes of Meeting of Leasingham & Roxholm Parish Council held on Monday 6th September 2021 at 7pm in the Community Building at the playing field.

 

Present: Councillors Arnold, Milligan, Bailey, Edore and Chambers, NKDC Councillor Susan Waring, LCC Councillor Richard Wright and the Clerk.

 

1.Apologies: were received and accepted from Councillors Adams, Pearson Hibberd and Mc.Cormack.

 

2.Declarations of Interest – none declared.

 

3.Open Forum – no items raised.

 

4.Confirmation of minutes of the meeting held in the Community Building on 12th July 2021 having been previously circulated it was proposed seconded and agreed that the Minutes be accepted and signed by the Chairman.

 

5.Matters arising from the minutes:-

a)Police and Community Speed Watch – Chairman opened the meeting to enable an update on the CSW was given to the meeting by the co-ordinator. It was noted that the presence of the CSW members was generally having a good effect on local traffic safe driving through the village, however, the overall percentage of offenders had not decreased – there were a number of persistant drivers recorded who required letters from the Police.  A request was made for the purchase of two more carry bags. The Chairman recorded the PC thanks for all the dedicated work by the volunteers in running the CSW.

b)Highway and footpath matters – 1. Holdingham Roundabout work progressing with regular updates on closures etc. LCC chased on footpath Moor Lane refurbishment and pothole Lincoln Road. Overhanging tree to be checked on Roxholm Road hindering sight of SID device.

c)Community Building – Covid 19 restrictions having been lifted it was resolved to re-open the building for hire to the wider community with risk assessment in place. The request for LJFC to have access to the kitchen area on match days was confirmed.

d)Play Area, playing field & Community Green – weekly safety inspections carried out, delivery of bark received and pit topped up.

Forward planning – two site meetings held with Companies awaiting receipt of proposals/quotations. Noted list of Companies/Organisations for grant purposes.

 e)Community Green – LJFC confirmed noted concern on condition and not using – contractor instructed to cut.  Site meeting arranged for quotation to cut and clear boundary hedge.

 

f)Church yard – annual inspection had been carried out prior to meeting. Rev. Al Jenkins had attended.  PC responsible for grass cutting – no issues had been noted. It had not been possible to inspect burial ground this was rescheduled for prior to the next PC meeting.

4.Leasingham & Roxholm Neighbourhood Plan Village Progress Report No.54 4 August noted – consultation period ended 11th August and now under review.

5.Highway safety issue Moor Lane – resident written expressing concern following vehicle accident and speeding traffic in the area. This had been replied to and passed to CSW for noting. 

 

7.Planning Matters received to date and previously circulated –

Application Certificate of Lawfulness relating to use of land as garden serving Cherry Tree Cottage Roxholm Road Planning ref.21/0843/LDEXl. 2.Application refurbishment Leasingham Hall 6 no. residential apartments associated landscaping, access improvements and parking provision Planning Ref.20/1785LBC 20/1784/FUL.

Applications – 1. Erection of one and half storey side extension and single storey rear extension 19 Moor Lane Planning Reference 21/0977/HOUS – the PC recorded to NKDC Planning on 20th August 2021 – Members of the Leasingham & Roxholm Parish Council consider that the proposed large extension should be in line with the current structure with all materials used in keeping with the present attractive and distinctive feature of the pair of village properties recorded in today’s terms as “Non Designated Heritage Assets”.  There is concern that the application in the present form will give rise to this attractive and special building being lost.  Consideration should be given to a more sympathetic addition to the property

2.Application proposed two storey side extension and loft conversion 32 Chapel Lane Planning Ref.21/1191/HOUS – members recorded no comments or objections to the application.

 

8.Accounts passed for payment – the accounts report having been previously circulated it was proposed seconded and agreed the accounts be paid.  

 

9.There were no items for information only – Date of next meeting was noted as Monday 11th October 2021 at 7pm in the Community Building. Prior to this annual inspection of the burial ground on Roxholme Road would take place at 6.15. pm.
