Leasingham and Roxholm Parish Council
Minutes of an ordinary meeting of Leasingham and Roxholm Parish Council held at the Community Building, Spring Lane Playing Field on Monday 10 March 2025.
Present: Chair Jenny Bailey
Councillors: Angie Adams, Graham Arnold, Linda Melloy and Steven Milligan (vice-Chair)
Also in attendance: District Councillor Jim Clarke
In attendance: Mr Eddie Findlay, Clerk to Leasingham and Roxholm Parish Council
No members of the public were in attendance.
At 7:00 pm the Chair declared the meeting open.
28. To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.
Cllr Chambers and Cllr Hibberd were unable to attend and their reasons were made known to the Council.
Action: Council RESOLVED to approve the reasons for absence for Cllr Chambers and Cllr Hibberd

29. To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.
None were declared at this time.
30. Public Forum and reports from District and County Councillors.
No members of the public were in attendance.
D/Cllr Clarke reported that an additional £2.2million has been put aside by North Kesteven District Council to fulfil its aspirations to deliver a much-anticipated cinema in Sleaford. By dedicating this new allocation a total fund of £5million is available, which will ensures that it can move forward as swiftly as possible when ongoing discussions with a potential operator are concluded.
Electronic waste (e-waste) refers to unwanted electronics and technology that many of us have lying around at home, like in that drawer we avoid or a shoebox under the bed. This can include defunct devices like old laptops or outdated phones, as well as their accessories such as chargers and cables. It’s such a big issue that the organisation Material Focus estimates there are around 880 million items of e-waste in UK homes alone.
From 10 to 15 March 2025, Sleaford Climate Action Network is teaming up with NKDC for an E-Waste Action Week. This week aims to raise awareness about e-waste and how to reduce it. Here’s how you can get involved:
• Donate phones, tablets, laptops and cables to be refurbished and reused by good causes
• Bring non-working tech and small electricals to the Repair Café for repair or advice
• Donate unwanted, working electricals to charity shops
• Learn about e-waste and how to dispose of it or recycle it year-round

During E-Waste Action Week only, mobile phones, tablets, laptops, chargers and cables can be donated at select drop-off points;

• Heckington Community Library, St Andrews Street, Heckington, NG34 9RE, 10-15 March, 10am to 12pm
• Ruskington Methodist Church, Chapel Street, Ruskington, NG34 9DX, Saturday 15 March, 10am to 12pm
• Sleaford Repair Café, Riverside Church Hall, Sleaford, NG34 7RY, Saturday 15 March 2025, 12.30 to 3pm.

32. Consider any applications for Councillor Co-Option.
No further applications had been received at this time.
33. Receive reports from the Clerk and Councillors in relation to the minutes and other Council matters.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.
Clerk
i. The Health and Safety Policy still requires review by the Clerk.
ii. The Clerk had been notified today by NKDC Elections, that no valid request has been received to call an election following the passing of Susan Waring and so the Council may now proceed to co-opt to fill the vacancy.
iii. D/Cllr Hagues had acquired 2 x Road Closed signs and 2 x Flood signs for the sole use by Leasingham and Roxholm Parish Council. At present he has them stored at his home.
Councillors.
i. Cllr Milligan and Cllr Adams précised the latest Village Hall Committee meeting, in which the land acquisition was discussed, following the discussion between Cllr Bailey, Mr Havercroft, Mrs Gould and Mr Kyte. The land was being gifted t the Parish Council, which would then be included under Village Hall Management. The landowner agreed to contact Chattertons to arrange the transfer of land ownership and the Village Hall agreed to cover the incurred legal costs.
ii. Cllr Arnold expressed concern over the ongoing cable laying work and hoped that the pavements would be restored to a condition, similar to that prior to the commencement of the work.
iii. Cllr Adams asked the reasoning of the orange fencing along Spring Lane. Cllr Bailey remarked that it was to due to damage being caused to the verges by the school construction vehicles. This work would be concluded in the next month or so.
34. Financial Matters.

c. Approve the bank reconciliation for February 2025.
As mentioned last month, the Council had received a VAT refund of £6,959.71, which is included in this month’s reconciliation.
At the end of February, the bank accounts stood at £49,157.60, which included £17,425.27 on behalf of the Community Benefit Fund and £5,228.55 of Community Infrastructure Levy (CIL), leaving £26,503.78 as Council money.
Action: Council RESOLVED to approve the bank reconciliation for February 2025.

d. Consider the cost clear out Community Building gutters/drain and inspect the building exterior.
Action: Council RESOLVED to approve the quote from Stamford Storage to clear out the building gutters and inspect the building exterior at a cost of no more than £500.00 (+VAT)

e. Consider upgrading to Premium Hosting for increased email storage capacity.
Action: Council RESOLVED to approve the cost to upgrade to Premium Hosting for increased email storage capacity, at a cost of no more than £100.00 (+VAT).

f. Consider the forthcoming waste charge levied against Village Halls etc.
Action: Council RESOLVED to note the introduction of the NKDC Commercial Bin levy of £90.22, which would be covered by the Council.

37. Confirm the date of the next meeting.
The next meeting date was confirmed as Monday 14 April 2025.
The one after, Monday 12 May 2025, will be the Annual Meeting of the Parish Council, so ideally Council need to review Standing Orders and Financial Regulations, and other policies.
The meeting closed at 7:50 pm.
