Leasingham and Roxholm Parish Council

Minutes of an ordinary meeting of Leasingham and Roxholm Parish Council held at the Community Building, Spring Lane Playing Field on Monday 11 November 2024.

Present:  Chair, Jenny Bailey

Councillors:  Angie Adams, Graham Arnold, and Steven Milligan

In attendance:  Mr Eddie Findlay, Clerk to Leasingham and Roxholm Parish Council

1 member of the public was in attendance.

At 7:00 pm the Chair welcomed everybody and declared the meeting open.

137.  To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.
Cllr Hibberd, and Cllr Chambers were unable to attend and their reasons were made known to the Council.
Action:  The Council RESOLVED to approve the reasons for absence from Cllr Hibberd and Cllr Chambers.
Proposed by Cllr Adams, seconded by Cllr Milligan and approved unanimously.

Cllr Waring’s absence was noted.

138.  To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.
None were declared at this time.

139.  Public Forum.

MOP 1 – spoke again about the viability and perceived ‘need’ for certain parishioners to have a printed newsletter, rather than a social media type affair.  They had sourced printer prices and publishing package.  Council would consider the viability but concerns were raised regarding ‘ownership’ of a printer if the project didn’t prove successful, who would be responsible for handling monies if advert space was provided.  Editorial and distribution would need further discussion.

Action:  The Council RESOLVED that the notes of the ordinary meeting of Leasingham and Roxholm Parish Council held at the Community Building at the Playing Field on Monday 14 October 2024 be approved as Minutes.
Proposed by Cllr Adams, seconded by Cllr Arnold and approved unanimously.

141.  Consider any applications for Councillor Co-Option.
None received at this time but a couple of people had expressed an interest.

142.  Receive reports from the Clerk and Councillors in relation to the minutes and other Council matters.
No resolutions may be passed under this item but requests for matters to be placed on the next agenda can be made.

Clerk

i.  The hedges on Moor Lane, near Gorse Close have been cut back.

ii.  The Health and Safety Policy still requires review by the Clerk.

iii.  The bench being purchased using Neighbourhood Planning Team monies remaining will be order in the next week or so.

iv.  The Clerk had received a letter from Lloyds Bank regarding the introduction of monthly charges being applied to the Bank Accounts used by the Parish Councils.  The Clerk had scanned and circulated the letter to all Councillors for their information.  The charges will per £4.25 per month, starting 14-Jan-2025.

Councillors.

Cllr Milligan informed the Council that the Villager of the Year had been launched and a few nominations had already been received.  A review panel had been nominated and were awaiting a date to meet and assess the nominees.

143.  Financial Matters

a.  Approve payments made since the last meeting.
There were no payments made since the last meeting.

b.  Approve the payments of invoices etc. as listed on the Payments to be Authorised sheet.

Action:  The Council RESOLVED to approve the Payments to be Authorised.
Proposed by Cllr Arnold, seconded by Cllr Milligan and approved unanimously.

c.  Approve the bank reconciliation for October 2024.
During October Council received £6,015.67 from NKDC as Community Infrastructure Levy money.  As such, the Clerk reported that at the end of October, the bank accounts stood at £49,779.12, which included £586.31 on behalf of the Neighbourhood Plan fund raising Village Fayre (Aug-2017) the Community Benefit Fund stood at £18,393.21, leaving £30,799.60 as Council money.
Action:  The Council RESOLVED to approve the bank reconciliation for October 2024.

d.  Consider a review of Cemetery Fees which were last reviewed July 2021.

146.  Receive an update on the Emergency Plan.
The Chair had investigated a number of storage options and had a found a company that could customise one of their existing range to accept a pallet with sand etc.

Suitable signage was to be arranged and prices would be available at the next meeting for shed, shovels, sand bag filling hopper etc.

147.  Consider the request to hire the Community Building on a few Saturday morning in 2025.
Due to parking issues the prospective hirer has withdrawn her request at this time.
The Clerk reported that the Hirer had withdrawn their request.

148.  Confirm the date of the next meeting.
The next meeting date was confirmed as Monday 09 December 2024.

The meeting closed at 8:15 pm.
